Planeamento e desenvolvimento turístico: uma análise da Chapada Diamantina

Abstract

Planning is an essential activity for the sustainable development in tourism. In Brazil, the strategic decisions concerning the activity are taken on a national level by the Ministry of Tourism. This organ is responsible for the establishment of the National Tourism Policy and the correspondent means by which this policy is applied. Therefore, it is the aim of this analysis to study the touristic decentralization of Brazil, and the link between what is planned on a national level and the reality of the touristic activity in the different regions of the Touristic Pole of Chapada Diamantina. This analysis is made with the purpose of finding the main difficulties suffered by the several regions in Chapada Diamantina in what concerns to the implementation of the national guidelines for the touristic planning activities.

O planeamento é uma actividade essencial para se atingir o desenvolvimento sustentável do turismo. No Brasil, as decisões estratégicas a respeito da actividade são tomadas ao nível nacional pelo Ministério do Turismo. Este é o órgão responsável por e estabelecer a Política Nacional de Turismo e os respectivos meios (programas e projectos) pelos quais esta política será aplicada. Portanto, o presente trabalho propõe-se a analisar a descentralização turística do Brasil e a correspondência entre o que é planeado ao nível nacional e a realidade da actividade turística nos municípios do Pólo Turístico da Chapada Diamantina. Esta análise é realizada com o intuito de descobrir quais os entraves sofridos pelos municípios da Chapada Diamantina no que diz respeito a implantação das directrizes nacionais do planeamento turístico.
