Repensar a educação em Portugal : entre a realidade e a utopia

Abstract

Esta tese propõe-se repensar o papel do Estado na Educação em Portugal a partir das propostas de reformas de Julian Le Grand e James Tooley. Apesar do considerável crescimento da despesa total das Administrações Públicas em educação nos últimos anos, este não tem uma correspondência proporcional no aumento da qualidade do ensino público. Subsistem variados problemas: a indisciplina, a iliteracia, o facilitismo e o mal-estar estão instalados nas escolas públicas. Será o actual modelo da educação o ideal para providenciar um serviço público respeitador da igualdade de oportunidades e das necessidades daqueles que o utilizam? Analisando as propostas de reformas destes autores, que reflectem os principais campos ideológicos em tensão na política portuguesa, daremos conta da evolução histórica do sector da educação em portugal, para depois analisar casos internacionais de reformas de sucesso que aplicaram, em maior ou menor grau, mecanismos de mercado no sector da educação para que daqui possamos sugerir linhas orientadoras para a melhoria das políticas educativas baseadas nestas ideias.

ABSTRACT: Rethinking the role of the Portuguese State in Education based on the proposals of Julian Le Grand and James Tooley, is the main purpose of this thesis. Despite the considerable growth of public spending in education over the last years, there is no proportional quality increase of public schooling. Several problems persist: indiscipline, illiteracy, low levels of demand and a general distrust are settled in the Public Schools. Is the current education model the best choice to provide a public service that respects both the promotion of equal opportunities and the actual needs of the students? Starting from the reforms proposed by both these authors, which reflect the principal ideological fields being discussed in the Portuguese political agenda, we will be aware of the historical evolution of the Education in Portugal, and later analyze other successful international reforms, that applied, at different levels, market mechanisms on the Education Sector. From here we may suggests a few guidelines on how to improve the education policies based on these ideas.
