Abstract

O tema da liberdade de escolha em educação, abordado neste trabalho, começa por apresentar uma revisão da literatura sobre esta temática, procurando analisar vários aspectos e implicações da teoria da liberdade de escolha nos processos educativos e no sucesso escolar. O papel do Estado, dos pais e da sociedade civil na educação são temas que abordamos nesta dissertação. O Estado, o Mercado e as soluções intermédias na perspectiva educativa, estão também entre os temas que desenvolveremos nesta reflexão, de forma a tornar claro o quadro teórico em que nos situamos e o impacto nas reformas escolares que as diferentes abordagens podem produzir. A contextualização histórica das reformas do ensino que têm subjacente a liberdade de escolha em educação, levadas a cabo em alguns países, e a análise dos seus aspectos mais relevantes são apresentadas com uma profundidade que permita uma visão global do que está em causa e do impacto causado nos diversos contextos. Da implementação de sistemas em que existe liberdade de escolha, decorrem formas de garantir a salvaguarda da igualdade de oportunidades. Trata-se de diversas soluções que procuramos avaliar neste trabalho, dando especial ênfase ao cheque ensino e aos sistemas de crédito nos impostos. Embora sem querer apresentar um estudo exaustivo e profundo do que pensam os portugueses sobre esta matéria e mesmo sem ter sido nossa pretensão cuidar dos desenvolvimentos teóricos realizados em Portugal, não podemos, contudo, deixar de apresentar alguns dados empíricos resultantes de inquéritos que fizemos aos principais agentes educativos, ao nível do ensino básico e secundário, no sentido de conhecer a forma como no nosso país se encaram estas teorias e apreciam algumas das possíveis soluções.

ABSTRACT: The subject of school choice in education present in this study starts by presenting a short revision of the literature about these topics searching to analyse many aspects and implications of school choice in the educational processes and in the school success. The role of the state, of the parents and of the civil society are themes that will be studied in this approach. The State, the market and the intermediate solutions, in educative perspective, are among the themes that we will develop in this consideration, highlighting the theoretical field we are placed in and the impact in the educational reforms that the different approaches can lead to. The historical reformations that are directly linked to the school choice theory, implemented in some countries and the analysis of some of the most relevant aspects are presented with an intense view that allows a global vision of what we are analysing and the impact produced in the different contexts. By implementing systems where school choice is present, ways of preserving the existence of the equality of opportunities appear. It is related to different solutions we are trying to evaluate in this work, emphasising voucher and tax credit. Without wanting to present an exhaustive study of what the Portuguese think about this subject and forgetting the theoretical developments that took place in Portugal, we can’t, nevertheless, avoid presenting some empirical concepts resulting of the enquiries we did to the main educative agents at the level of basic and secondary schools, with the goal of knowing the way we face these theories in our country and how we evaluate some of the possible solutions.
