Transformação do uso do solo urbano em áreas litorais do continente

Abstract

É consensual a elevada importância estratégica em termos ambientais, económicos e sociais que os territórios costeiros apresentam. Do mesmo modo são também reconhecidos os seus problemas e ameaças. A resolução desses problemas assume igual importância estratégica necessitando de ser enquadrada numa política sustentável de gestão integrada e adaptativa. A informação relativa ao uso do solo constitui um instrumento privilegiado para o conhecimento e monitorização da dinâmica do território, designadamente no que respeita à evolução do processo de urbanização. A análise da estrutura do território continental passa por uma compreensão dos fenómenos que têm vindo a ocorrer nos últimos anos, no sentido de avaliar e perspectivar a sua futura evolução face às constantes ameaças naturais e antrópicas que apresenta. Nos últimos trinta anos tem-se verificado um crescente número de iniciativas e esforços, políticos e legislativos, com o intuito de proteger e valorizar a zona costeira continental. É neste âmbito que os Planos Regionais de Ordenamento do Território se posicionam, uma vez que irão fornecer um conjunto de orientações e normas para serem integradas e aplicadas ao nível da gestão municipal. Esta circunstância ditou como objectivo principal desta investigação perceber a transformação do uso do solo nas zonas costeiras, tendo em conta os modelos territoriais programados. Para atingir o objectivo proposto é efectuada uma análise à evolução do uso do solo dos aglomerados urbanos nas últimas décadas tentando perceber os conflitos existentes e os principais problemas com que as zonas costeiras se deparam. Nos últimos anos têm-se multiplicado as iniciativas politicas e legislativas relativamente a este território complexo e os efeitos directos tardam em se observar. Ao nível regional e no âmbito da realização dos PROT, vislumbra-se uma situação primordial há muito esperada: o país com todos os seus PROT concluídos e em implementação. É neste âmbito que a expectativa aumenta uma vez que o normativo proposto, para as áreas do litoral, face aos diagnósticos efectuados nos diferentes Planos implicarão a assumpção clara e propositiva de um normativo para o território litoral adequado ao nível das especificidades dos problemas de cada uma das zonas. Como resultado desta investigação verifica-se que, a especificidade a zona costeira tende a ser abordada de uma forma consensual, pelos diferentes planos. Por outro lado o normativo desenvolvido reconhece as suas particularidades assumindo-se como uma linguagem clara de interdição, proibição e condicionamentos ao seu uso, ocupação e transformação. Finalmente com a aprovação, em finais de 2009, da Estratégia Nacional de Gestão Integrada das Zonas Costeiras verifica-se existir uma tentativa de uniformização dos conceitos aplicáveis às zonas costeiras.

ABSTRACT: It is consensual that the coastal territories have an elevated strategic importance in environmental, economic and social terms. In the same way his problems and threats are also recognized. The resolution of these problems assumes equal strategic importance needing of being fitted in a integrated sustainable and adaptive policy. The information relative to the land use constitutes a privileged instrument for the knowledge and monitoring of the dynamic of the territory, namely in what respects to the evolution of the process of urbanization. The analysis of the structure of the continental territory passes by an understanding of the phenomena that have been coming to take place in the last years, in the direction of valuing and making a perspective of his future evolution face to the constant natural and human threats and what he presents. In the last thirty years the number of political and legislative initiatives and efforts has been increasing with the intuition of protecting and valuing the continental coastal zone. It is in this extent that the Regional Plans of the Territorial Management position themselves, due to they will be going to supply a set of directions and standards to be integrated and applied at the level of the municipal management. This circumstance dictated as main objective of this investigation to realize the transformation of the land use in the coastal zones, according to the territorial models planned. To reach the proposed objective is effectuated an analysis to the evolution of the land use of the cities in the last decades trying to realize the existent conflicts and the main problems which the coastal zones come across. In the past few years there has been a multiplication of the legislative and political initiatives relatively to this complex territory and the straight effects delay in being observed. At the regional level and in the context of the development of the Regional Plans, there is a sign of a primordial situation which is being expected for a long time: Portugal with all its Regional Plan of Territorial Management ended or in implementation. It is in this scope that the expectation increases once the proposed rules, for the coastal areas, due to the diagnoses effectuated in the different Plans will imply the clear and propositive assumption of an appropriated framework to the littoral to the same level of the specificities for the problems of each area. As a result of this investigation it can be seen that the specificity of the coastal area tends to be approached in a consensual way by the different plans. On the other hand the developed framework knows its features assumed a clear language of interdiction, prohibition and conditionings to his use, transformation and occupation. Finally, in the ends of 2009, with the approval of National Strategy of Integrated Coastal Zone Management it can be verify an attempt of unify the concepts with application to the coastal zones.
