Abstract: | Este estudo direcciona a sua reflexão para o Jardim de Infância e a Educação
Pré-Escolar, nas relações estabelecidas quer com a administração central quer
com a administração local e para as percepções que os diferentes intervenientes
da comunidade educativa têm acerca desta realidade.
O jardim de infância situa-se num contexto organizacional diversificado, uma vez
que estabelece relações quer com a autarquia, quer com o agrupamento de
escolas ao qual pertence como elemento de uma organização. Neste sentido, a
abordagem de organização e de modelos teóricos possibilita encontrar pontos
de convergência e de divergência com o jardim de infância. São pressupostos
desta temática a questão do centro e do local, da centralização e da
descentralização educativa. A tendência centralizadora da nossa administração
educativa tem dado lugar progressiva e discursivamente a uma tendência
descentralizadora assim como ao conceito de autonomia. A participação é outro
conceito que evidencia o modo de estar nas organizações dos diversos actores
da comunidade educativa.
Do ponto de vista metodológico, o estudo caracteriza-se pela sua natureza
qualitativa e interpretativa, e por um conteúdo baseado na informação recolhida
através de questionários,
entrevista e análise documental ao nível dos diferentes
intervenientes e representantes da comunidade educativa. O tratamento da
informação assenta na análise de conteúdo que partiu da construção de
categorias de análise.
As conclusões apontam para uma participação decretada (para dar cumprimento
ao que está legislado) e participação praticada por parte de todos os actores
educativos (principalmente por parte das associações de pais, sobretudo na
dinamização da componente sócio-educativa). Tal como na participação, no que
se refere às competências da autarquia evidencia-se que as decretadas muitas
vezes não são exercidas, todavia praticam outras que ultrapassam as suas
próprias competências. A intervenção da autarquia é cada vez mais forte, mais
estruturada, mais baseada nos normativos legais que vão sendo publicados e
com alguma facilidade se começa a sobrepor às estruturas administrativas no
campo educativo. De facto, as competências que têm sido atribuídas às
autarquias colocam-nas na vanguarda da descentralização e da autonomia, mas
o mesmo não se passa com os agrupamentos de escola. As representantes dos
conselhos executivos colocam-se em posição crítica face aos interesses
políticos que se sobrepõem aos educativos, e transmitem pouca esperança face
à autonomia da escola através do reforço do poder local, tendo em conta a
prática de uma autonomia de gerencialismo .
A forma cautelosa, as dúvidas, a incerteza levantada por este processo, são
aspectos a considerar nesta abordagem e que deixam transparecer uma
indefinição quanto ao futuro e a tendência de ser a autarquia a liderar o
processo educativo no concelho o que pode abrir caminho a novas
investigações. This study its reflexion both to the nursery school and before schooling education, on the established relations between the central administration and the local one, and to the different perceptions that the distinct intervenients of the educative community have of this reality. The nursery school is placed in a diversified organisational context, since it establishes relations both with the autarchy and the group of schools to which it belongs as an element of an organisation. In this way, the approach to the organisation and theoretical methods makes it possible to find some convergence and divergence points with the nursery school. This theme has as its presuppositions the central and the local issue, as well as the educative centralization and decentralization question. The centralizing tendency of our educative administration has progressively given place to a decentralizing tendency as well as to an autonomy concept. Participation is another concept which shows the way of being of the different performers in the organisations. In the methodological point of view the current study is characterised by its qualitative and interpretative nature, as well as contents based on the information picked up from the questionnaires, interviews and documental analysis related to the different intervenients and representatives of the educative community. The information treatment is leaned on the contents analysis from the construction of analyses cathegories. Conclusions point out to a determined participation (to discharge what is legislated) and to an experienced participation of all the educative performers (mainly of the parents associations and especially in the promotion of the socioeducative component). In what concerns the autarchy sphere of influence, such is the case of participation, it is clearly noticed that, very often, there is a great difference between what is decreted and what is really accomplished. Nevertheless, it practises others are beyond its own competences. The autarchy intervention is getting more and more stronger, more organized, more based on the legal standards that are being published and that start to overlay the administrative structures in the educative field with a relative facility. In fact, the competences that have been given to the autarchies place them in the vanguard of both decentralization and autonomy. However, this reality appears to be much different in the groups of schools. The representations of the executive boards put themselves in a critical position towards the political interests, which overlay the educative ones and show little hope on the school autonomy with the reinforcement of the local power, having in account the practice of a management autonomy . The caution, the doubts and the uncertainty raised by this process are aspects to be considered in this study, revealing some vagueness towards the future and the natural tendency of the autarchy to lead the educative process in the council. Thus this reality can clearly open the way to new investigations. |
