Abstract: | Esta tese, organizada principalmente com base em artigos publicados, aborda
a temática da Qualificação Académica e Profissional Docente (QAPD), em
particular em Cursos de Direito (CD) em Instituições de Ensino Superior Públicas
(IES) angolanas, e de como ela está, e poderá estar contemplada nos Planos
de Desenvolvimento Institucionais (PDI). A procura pela qualidade do Ensino
Superior (ES) tem constituído o foco central da reformulação das políticas
educativas, nomeadamente na Comunidade dos Países de Língua Portuguesa
(CPLP), incluindo-se em Angola, num contexto em que a multiplicação de IES,
o aumento da oferta formativa e a massificação do ES têm refletido na eficácia
e eficiência educativa. Neste sentido a QAPD e o PDI têm vindo a ser referidos
como elementos relevantes para a mesma. Considerando a problemática
referida, a investigação desenvolvida teve por base três artigos científicos
publicados e dois estudos suplementares, teve como principal objetivo
compreender o modo como as IES públicas de ES Angolanas, com CD, no seu
plano normativo e organizacional encaram a sua qualidade e, em particular,
como a QAPD é planificada no contexto dos seus PDI. A metodologia do estudo
recorreu, principalmente, à análise documental dos normativos angolanos, de
literatura publicada na CPLP, PDI de cinco IES selecionadas, e de outros
documentos institucionais, tendo sido feitas, ainda, duas entrevistas a peritos
angolanos do ES. Nesse sentido, os dados recolhidos foram objeto de análise
de conteúdo. Não tendo sido identificado na literatura nenhum Instrumento de
Análise (IA) de PDI, em geral, e sobre a QAPD, em particular, construiu-se e
validou-se um modelo, com base na metodologia de referencialização, tendo
sido precedida da construção de um referencial teórico e normativo, sobre a
QAPD de docentes do ES, em geral, e da área do Direito, em particular.
Posteriormente, a análise foi complementada com base em 12 documentos
institucionais (por exemplo, Editais de Abertura de Concursos para Pessoal
Docente) no sentido de melhor compreender as estratégias de QAPD das
instituições participantes. Os resultados evidenciaram a) a existência de
normativos de enquadramento da QAPD e do PDI em Angola, b) a relevância
da temática do estudo na CPLP, c) a pouca especificidade das referências à
QAPD nos documentos institucionais são muito gerais e, por isso, muito pouco
específicas para as Unidades Orgânicas (UO) o que parece remeter a
elaboração dos PDI essencialmente como um procedimento burocrático de
regulação, ao contrário do que referem os normativos e a literatura. Espera-se
que os resultados possam apoiar as IES com recomendações para tornar o
PDI, e os documentos das UO, mais articulados com a QAPD, em particular,
das suas Faculdades de Direito, nomeadamente: a) incluir uma caracterização
do perfil do corpo docente, projetando necessidades da sua atualização e b)
incluir princípios e estratégias para a formação contínua de professores,
enquanto processo permanente de melhoramento; propor, e c) assegurar que
as diferentes UO organizem os seus próprios cursos de especialização
atendendo aos desafios referidos na literatura para a capacitação profissional
dos docentes em geral e para cada área científica em particular. This thesis, organized mainly based on published articles, addresses the theme of the Teachers' Academic and Professional Qualification (QAPD), particularly in Law Courses (DC) in Angolan Public Higher Education Institutions (HEIs), and how it is, and could be contemplated in the Institutional Development Plans (IDPs). The quest for quality in Higher Education (HE) has been the central focus of the reformulation of educational policies, particularly in the Community of Portuguese Language Countries (CPLP), including Angola, in a context where the multiplication of HEIs, the increase in training supply and the massification of HE have reflected on educational effectiveness and efficiency. In this sense, the QAPD and the IDP have been referred to as relevant elements. Considering the problematic mentioned above, the research developed was based on three published scientific articles and two supplementary studies, and its main objective was to understand how the Angolan public HEIs, with DC, in their normative and organizational plan view their quality and, in particular, how the QAPD is planned in the context of their IDPs. The methodology of the study resorted mainly to documentary analysis of Angolan norms, literature published in the CPLP, IDPs of five selected HEIs, and other institutional documents, and two interviews were also conducted with Angolan ES experts. In this sense, the data collected were subjected to content analysis. Since no Instrument of Analysis (IA) of IDP in general and of QAPD in particular was identified in the literature, a model was built and validated based on the referential methodology, preceded by the construction of a theoretical and normative framework on the QAPD of HE teachers in general and in the area of Law in particular. Subsequently, the analysis was complemented based on 12 institutional documents (e.g. Notices of Competitions for Teaching Staff) in order to better understand the QAPD strategies of the participating institutions. The results showed a) the existence of normative frameworks of QAPD and the IDP in Angola, b) the relevance of the theme of the study in the CPLP, c) the few specific references to QAPD in institutional documents are very general and therefore very little specific to the Organic Units (OU), which seems to refer to the preparation of IDPs essentially as a bureaucratic regulatory procedure, contrary to what the norms and literature say. It is hoped that the results can support HEIs with recommendations to make the IDP, and the documents of the OUs, more articulated with the QAPD, in particular, of their Law Faculties, namely: a) include a characterization of the profile of the teaching staff, projecting needs for its updating and b) include principles and strategies for the continuous training of teachers, as a permanent process of improvement; propose, and c) ensure that the different OUs organize their own specialization courses given the challenges referred to in the literature for the professional training of teachers in general and for each scientific area in specific. |
