Contributos para melhoria da gestão do sistema de drenagem da AdRA

Abstract

A avaliação de um sistema de drenagem à luz da ISO 24511:2007, nomeadamente do estado atual dos componentes da infraestrutura, é fulcral para a tomada de decisão por parte da respetiva entidade gestora no que se refere à gestão patrimonial do sistema. Neste sentido, a presente dissertação pretende contribuir para a melhoria da gestão de sistemas de drenagem urbana, centrando-se no estudo do subsistema de drenagem do município de Aveiro das Águas da Região de Aveiro (AdRA). Por forma a ser feita uma gestão eficiente dos recursos, a gestão de sistemas de drenagem deverá seguir uma estratégia proativa. Para tal, deverá haver conhecimento das características do sistema de drenagem que permita a previsão da degradação dos componentes da infraestrutura e do impacto da sua falha, auxiliando assim na priorização das intervenções no sistema. Usualmente, a caracterização do sistema de drenagem poderá ser realizada através da avaliação das condições do sistema de drenagem ou através do registo histórico de falhas do sistema de operação e manutenção. A avaliação das condições de um sistema de drenagem é efetuada através de técnicas de inspeção, das quais a técnica de CCTV (Closed-Circuit Television) é, atualmente, a mais utilizada. Esta técnica permite visualizar e identificar as anomalias existentes, sendo possível, numa fase posterior, codificá-las e classificá-las, de maneira a aferir a importância das mesmas. Desta forma, é descrito no presente estudo um procedimento de boa prática para inspeção CCTV de sistemas de drenagem e apresentada uma proposta de ficha de inspeção para o protocolo de codificação das anomalias à luz da Norma EN 13508. O registo histórico de falhas do sistema consiste na coleção das ocorrências de obstruções ou de colapsos de componentes da infraestrutura durante um alargado período de tempo. No presente estudo é apresentada uma proposta de ficha de caracterização das falhas, efetuada uma avaliação das características do sistema e realizada uma análise agregada das obstruções, nomeadamente na sua relação com a idade, comprimento, inclinação e material dos coletores.

The assessment of a wastewater system regarding ISO 24511:2007, namely the current state of the infrastructure's components, is central to decision making by the respective responsible body directed to manage the wastewater utilities. Concerning those facts, this dissertation aims to contribute to improve the management of urban wastewater systems, focusing on the study of the wastewater subsystem of the city of Aveiro, from Águas da Região de Aveiro (AdRA). In order to have an efficient resources management, the management of wastewater systems should follow a proactive strategy. To this end, there must be knowledge of the characteristics of the wastewater system that allows to predict the degradation of the infrastructure's components and the impact of its failure, thus assisting in the prioritization of interventions in the system. Usually, the characterization of a wastewater system can be performed by assessing the condition of the system, or through the historical record of the system’s failures. The assessement of the condition of a watewater system is performed through inspection. The most widely used technique for inspection of wastewatersystems is CCTV (Closed-Circuit Television). This technique allows to perform detailed inspections of the drains and sewers and to identify anomalies that can be encoded and classified in order to evaluate the severity of them. In this context, in the present study is described a procedure of good practice for the CCTV inspection of wastewater systems and proposed an inspection coding sheet for the encryption protocol anomalies based on the EN 13508. The historical record of the failures in a wastewater system consists of the collection of obstructions or collapses of the infrastructure’s components for an extended period of time. In the present study is presented a proposal for the failures record, is performed a review of the characteristics of the system and held an aggregate analysis of the obstructions, mainly in its relationship with age, length, slope and material of the sewers.
