Abstract: | Este artigo resulta de uma investigação realizada no âmbito da dissertação de mestrado em
Educação e Formação, área de especialização em Administração e Políticas Educativas,
apresentada à Universidade de Aveiro. A mesma objetivou analisar as implicações da
centralização educativa em Angola na materialização das políticas de combate ao insucesso
escolar. Em Angola, o centralismo e a excessiva normatização da vida educativa remetem a
escola para o estatuto de serviço periférico do Ministério da Educação e passiva diante de
situações concretas inerentes à natureza heterogénea do seu público. A aludida pesquisa de
natureza qualitativa contou com a realização de entrevistas aos responsáveis de estruturas do
Ministério da Educação a fim de recolher as suas perceções em torno do objeto de análise da
mesma. Como resultados, assinala-se o facto de os inquiridos referirem que o Ministério da
Educação e respetivos órgãos centrais detêm quase em exclusivo o poder de conceção e de
tomada de decisão sobre os mais variados domínios de administração do sistema de ensino.
Revelaram, também, uma débil articulação entre os diferentes órgãos que intervêm na
administração educativa e o incumprimento de algumas orientações procedentes das estruturas
centrais. Quanto aos fatores associados ao insucesso escolar, além da organização e
funcionamento da própria instituição escolar e das condições sociais e económicas dos alunos,
referiram-se à centralização como um elemento que dificulta a contextualização das medidas
para combater o fenómeno. De igual modo, foram unânimes quanto à necessidade de
descentralização, de maior empoderamento dos municípios e de maior autonomia das escolas. This article results from an investigation carried out within the scope of the master's thesis in Education, area of specialization in Administration and Educational Policies, presented to the University of Aveiro. The objective was to analyze the implications of educational centralization in Angola in the materialization of policies to combat school failure. In Angola, centralism and excessive regulation of educational life push the school to the peripheral service status of the Ministry of Education and passive in the face of concrete situations inherent in the heterogeneous nature of its public. The aforementioned research of qualitative nature counted on the accomplishment of interviews to the responsible ones of structures of the Ministry of Education in order to collect their perceptions around the object of analysis of the same one. As a result, the respondents stated that the Ministry of Education and its central bodies almost exclusively have the power to design and make decisions on the most varied domains of administration of the education system. They revealed a weak articulation between the different organs that intervene in the educational administration and the non-compliance with some guidelines coming from the central structures. As for the factors associated with school failure, besides the organization and functioning of the school institution itself and the social and economic conditions of the students, they referred to centralization as an element that hinders the contextualization of measures to combat the phenomenon. They were unanimous about the need for decentralization, greater empowerment of municipalities and greater autonomy in schools. |
