Avaliação e inspecção das escolas : estudo de impacte do programa da avaliação integrada

Abstract

O presente trabalho propõe-se apresentar uma investigação qualitativa que procurou avaliar os impactes decorrentes da aplicação pela Inspecção-Geral da Educação do Programa de Avaliação Integrada das Escolas (PAIE) em estabelecimentos de ensino de Portugal entre os anos de 2000 e 2002. Essa investigação consubstanciou-se, fundamentalmente, na auscultação das opiniões de um conjunto de informantes privilegiados em nove estabelecimentos de ensino intervencionados no âmbito do referido programa inspectivo e na audição de um conjunto de inspectores que operacionalizaram o PAIE nesses mesmos estabelecimentos. A hipótese basilar deste trabalho, no quadro de uma aventura especulativa, procura identificar evidências dos efeitos do PAIE nos estabelecimentos de ensino que a ele foram sujeitos ao nível do desenvolvimento organizacional e da melhoria da qualidade do processo de ensino-aprendizagem. Por fim, avançam-se algumas explicações que possam justificar os resultados obtidos com a aplicação do PAIE.

The current piece of work pretends to present a quantitative investigation that aimed to evaluate de impacts derived from the application of the Integrated Evaluation of Schools Program (PAIE) by the General Inspectorate of Education in schools in Portugal, during the years 2000 and 2002. That investigation was based, mainly, in the auscultation of the opinions of a group of privileged informants in nine teaching establishments intervened in the scope of the inspective program mentioned above and on the hearing of a set of inspectors that carried out the PAIE in those schools. The basilar hypothesis of this work, in the frame of a “speculative adventure”, seeks to identify evidences of the effects of the PAIE in schools that were subjected to it, at a level of organizational development and improvement of the quality of the teaching-learning process. At last, some explanations that might justify the results obtained with the application of the PAIE were put forward.
