Abstract: | O presente trabalho “a participação dos encarregados de educação na
organização escolar”, faz uma abordagem da relação/interacção entre a
família/encarregados de educação e a escola, especialmente os professores.
A Escola tem solicitado a presença dos encarregados de educação nos seus
órgãos e criado alguns mecanismos que possibilite a sua participação. Estas
alterações resultam, quer da alteração dos quadros legais que regem o sistema
educativo, quer porque a escola se tem complexificado (do ponto de vista
organizativo e pedagógico) fazendo surgir várias disfuncionalidades e que para
a sua resolução se criou a ideia da indispensabilidade dos pais na escola. Esta
evolução assinalada da relação entre a escola e a família, desencadeia a
necessidade de articulação e cumplicidade, que nem sempre tem sido pacífica
nem compatível com a política de gestão escolar participada. Uma outra
dimensão central nesta relação, equacionada neste estudo, tem a ver com as
funções que cabem ou devem caber a cada uma das duas instituições e a
ambas.
Tratou-se de um estudo de caso em que a informação foi recolhida através da
observação directa, da análise documental, da realização de entrevistas e da
aplicação de um inquérito por questionário.
Os resultados mostram: o reconhecimento da importância da participação dos
pais na vida da escola; que as relações existem mas tendo como principais
objectivos resolver problemas associados aos seus educandos; que existe
algum alheamento e até desconhecimento das políticas educativas e das
estratégias da sua implementação ao nível da escola; que os encarregados de
educação tendem a confiar na escola e nos professores as questões científicas
e técnicas delegando-as nos professores; que os processos formais dos
encontros são definidos pela escola e respeitam mais a agenda do professor
do que do encarregado de educação mas que tal não tem sido impeditivo de
que os problemas se resolvam.
Relativamente à última questão sobre que funções que cabem à família e à
escola é clara a indicação de que á primeira cabe alimentar e cuidar enquanto
que à escola cabe ensinar, avaliar, certificar e gerir os processos científicos e
pedagógicos. Contudo, existe um grande conjunto de funções que são
entendidas como da responsabilidade de ambas desde educar, desenvolver
hábitos sociais e de higiene, ser autónomo e de intervirem na promoção do
sucesso educativo. Existe, assim, a representação colectiva da existência de
um conjunto de actividades cuja responsabilidade pela sua resolução dever ser
comum às duas instituições: escola e família. A ser assim, parece que as
políticas educativas estão a resultar pelo menos na criação de um sistema de
representações favoráveis à resolução partilhada de funções nos domínios da
educação. This study - “Parent involvement in the school organization” - constitutes an approach to the relationship/interaction between family/parents and the school, particularly in what the teachers are concerned. The school has been requesting the parents to participate in its organization as well as creating ways to enable their participation. These changes are due on the one hand to the adjustments in the educational system laws and on the other hand to the increasing complexity of the school (organizationally and pedagogically speaking), which has originated several dysfunctions. The solution to this problem was to create the idea of the essential presence of the parents in school. This evolution in the school and in the family brings forward a need for coordination and cumplicity which is often neither peaceful nor compatible with an integrating school management policy. Another core point in this relationship, which has been taken in consideration in this study, is related to the functions pertaining to both institutions. This research is a case study, and the information was accessed by direct observation, text analysis, and survey research by interviews and questionnaires. The results were the following: the acknowledgement of the importance of parental participation in school life; the main objective of the parent/school relationship is to solve students’ problems; a lack of knowledge about educational policies and its implementation in school; the parents delegate to the teachers the transmission of the technical and scientifical issues; the meetings formal procedures are defined by the school taking firstly in account the teachers agenda, but this has not been an issue in what the problem solving is concerned. About the last question, related to the functions linked to the family and those associated to the school, it clearly points out that the first should be the carers and providers, and the second should teach, evaluate, certify and manage the pedagogical and scientific processes. However, there are many functions believed to be a joint responsibility, such as teaching values, developing social manners, being autonomous and participating in the promotion of educational success, thereby creating the collective representation of a group of activities whose responsibility is shared by both institutions: school and family. Thus, it seems that the school policies are working at least in the creation of a representation system favorable to the sharing of functions in the educational field. |
