Abstract: | Neste trabalho analisamos a cobertura mediática portuguesa das eleições para
o Parlamento Europeu de 2009. Procuramos verificar até que ponto as
eleições europeias foram negligenciadas pelos media na sua cobertura
noticiosa. A análise desta investigação reporta-se a quatro aspectos essenciais
que poderão reflectir o escasso interesse dos media por estas eleições. O
primeiro é a visibilidade que as eleições europeias tiveram nos meios de
comunicação. A quantidade de notícias sobre o Parlamento Europeu e as suas
eleições nos programas noticiosos e jornais dos seus Estados-Membros tem
sido, ao longo dos anos, muito baixa. O segundo está relacionado com a
natureza europeia das notícias, isto é, procuramos verificar até que ponto as
notícias são centradas em assuntos europeus ou se atribuem maioritariamente
atenção às questões nacionais, captando as eleições europeias como eleições
de segunda ordem. Em terceiro lugar, analisamos os media frames usadas nas
notícias. Procuramos verificar se as notícias salientam aspectos de estratégia
e “horse-race” em detrimento de temas políticos e as posições dos candidatos
em relação a estes. Neste sentido, são também analizadas dimensões
relacionadas com a personalização da campanha e com conflito entre os
actores. O quarto e último aspecto é o tom das notícias e o estilo de
jornalismo. Analisamos se a cobertura noticiosa das eleições europeias foi
maioritariamente negativa, positiva ou neutra para com a UE e se o estilo
utilizado pelos jornalistas foi maioritariamente descritivo ou interpretativo.
Em termos empíricos, a análise reportada nesta dissertação é feita com base
nos dados nacionais de um projecto comparativo europeu sobre a cobertura
mediática das eleições europeias de 2009, envolvendo treze países da UE. Em
específico, este trabalho baseia-se na análise de conteúdo de um total de 496
notícias sobre as eleições europeias de 2009, feita com base no “codebook”
desse projecto e cobrindo a totalidade da cobertura feita pelos três principais
programas noticiosos de televisão (RTP, SIC e TVI); e dois dos principais
jornais diários – Público e Jornal de Notícias – durante as três semanas que
antecederam o dia de eleições.
De uma forma geral, os resultados da análise feita neste trabalho demonstram
que as eleições de 2009 para o Parlamento Europeu e a UE foram, de facto,
negligenciadas pelos media. A visibilidade destas eleições foi menor do que
outras eleições nacionais e a natureza da cobertura foi predominantemente
doméstica e não europeia. Os resultados demonstram, igualmente, que
estratégia, personalização e conflito foram aspectos fortemente salientados
pelos media na cobertura noticiosa da campanha. In this work we analyse the Portuguese media coverage of the 2009 European Parliament (EP) elections. We attempt to verify to what extent the media neglected the European elections in their news coverage. Our study focuses on four essential features that may reflect the low interest of the media in these elections. The first is related to the visibility of the European elections in the mass media. The amount of news either regarding the EP, or its elections, has been very low across all EU member states, be it in TV coverage or printed press. The second aspect reports to the European nature of the news, if they are in fact about European issues or whether they focus, instead, on domestic issues, reflecting the second-order nature of the European elections. The third aspect is centred on the media frames used in the news. We verify whether the analysed news emphasise the strategy and ‘horse-race’ aspects of the campaign at the expense of substantive political issues and the positions of candidates regarding such issues. The analysis also takes into account the personalization of the campaign and the conflict between actors. Finally, the fourth aspect is the tone/ tendency of the news and the journalistic style. We were interested in analyzing if the news coverage of the EP elections was more negative, positive or neutral with regards to the EU and if the journalistic style used in the news coverage was more descriptive or interpretative. This study is based on the national data of a European comparative project concerning the media coverage of the 2009 European Parliament elections, involving 13 countries. In specific, this work is based on the content analysis of 496 news about the 2009 European elections. We used the European comparative project’s codebook and examined all the coverage done by the three main television news bulletins (RTP, SIC and TVI); and two main press diaries – Público and Jornal de Notícias – during the three weeks before the election day. Overall, the analysis and results provided in this research demonstrate that the 2009 European Elections and EU were, in fact, neglected by the media. The visibility of these elections was smaller in comparison to other national elections and the nature of the coverage was predominantly domestic instead of European. The results also show that the campaign was essentially framed by the media in terms of strategy, personalization and conflict. |
