Impacto económico e social das IPSS: o caso do município de Amarante

Abstract

Atualmente, a Economia Social e as suas organizações desempenham um papel preponderante para a sociedade. As instituições particulares de solidariedade social (IPSS) representam uma significativa parcela das organizações sociais, sendo, por vezes, a única resposta social acessível à população mais carenciada. O objetivo deste estudo é avaliar o impacto económico e social das instituições particulares de solidariedade social (IPSS) no concelho de Amarante. Para isso, recorreu-se ao conceito de multiplicador do rendimento local para estas organizações. Para a avaliação do impacto, anteriormente referido, procedeu-se à análise de uma amostra composta por 23 instituições particulares de solidariedade social (IPSS) e entidades equiparadas do município de Amarante. De forma a comprovar o importante contributo destas instituições para a coesão social, foi possível constatar que em 50% das freguesias do concelho de Amarante existiam instituições particulares de solidariedade social (IPSS) ou entidades equiparadas e, em 15.38% dessas freguesias, estas instituições eram mesmo a única resposta social disponível para a população. Por fim, através do cálculo do multiplicador do rendimento local, demonstra-se, que para a amostra, por cada euro captado pelas instituições particulares de solidariedade social, 2.71€ ficam a circular no concelho de Amarante, enquanto o multiplicador da subsidiação pública evidencia que, cada euro obtido através de subsidiação pública é multiplicado 2.56 vezes, na medida em que fica a transitar dentro do município de Amarante.

Currently, Social Economy and its organizations play a significant role in society. Private institutions of social solidarity (IPSS) represent a significant portion of the social organizations, being, in some cases, the only accessible social support for the most deprived population. The aim of this study is to evaluate the economic and financial impact of private institutions of social solidarity (IPSS) in the municipality of Amarante, using the calculation of the local income multiplier for these organizations as a metric. To assess the aforementioned impact, an analysis was conducted on a sample composed of 23 private institutions of social solidarity (IPSS) and similar entities in the municipality of Amarante. To confirm the significant contribution of these institutions to social cohesion, it was possible to verify that in 50% of the parishes in the municipality of Amarante, there were private institutions of social solidarity (IPSS) or similar entities, and in 15.38% of these parishes, these institutions were the only available social support for the population. Finally, through the calculation of the local income multiplier, it is demonstrated that for the sample in question, for every euro captured by private institutions of social solidarity, €2.71 circulate in the municipality of Amarante, while the public subsidy multiplier indicates that each euro obtained through public subsidy is multiplied 2.56 times, as it circulates within the municipality of Amarante.
