A imigração, os programas dos governos e as atitudes dos portugueses: uma análise de 2002 a 2018

Abstract

Os movimentos migratórios em Portugal, caracterizaram-se durante muito tempo pela sua unidimensionalidade. Portugal era um país de emigração. O fim do Estado Novo e as consequências resultantes desse evento, com particular destaque para a aproximação de Portugal para com a comunidade europeia, permitiram alterar esta realidade. Atualmente, devido à intensificação da imigração, verificamos que a diversidade é caracterizante da nossa sociedade. Encontramo-nos num momento, em que estamos em constante contacto com pessoas das mais diversas culturas, etnias e religiões. Estas interações provocam distintas reações e posicionamentos. Se por um lado, há quem preze esta crescente diversidade e o que dela advém, existe por outro lado, quem a receie. A heterogeneidade das atitudes adotadas para com a imigração, é um tema cada vez mais debatido e analisado. No entanto, constata-se que a atenção dada à política, como possível ferramenta de influência, tem sido relativamente diminuta. Assim, esta dissertação pretende analisar a evolução da abordagem dada à imigração nos Programas dos Governos, como também das atitudes dos portugueses face a esta temática, entre 2002 e 2018. Pretende-se com isto, contribuir para as análises que incidem sobre o estudo das determinantes das atitudes para com a imigração. Nomeadamente, através da verificação de uma possível relação entre o modo como a imigração é abordada no documento que guia toda a atuação dos ministros, e consequentemente do Governo, e as atitudes dos portugueses face a essa área. Para tal, esta dissertação incide na análise de conteúdo dos Programas dos Governos, como também na análise da evolução das atitudes dos portugueses quanto à imigração. Em geral, é a dimensão política/jurídica a que mais destaque detêm, no decorrer dos vários Programas. Os Programas dos Governos em que a imigração adquire maior saliência, não correspondem aos Programas em que a mesma obtém uma maior proporção de referências positivas, embora todos os Programas a tenham como tema presente. As atitudes dos portugueses tornam-se globalmente mais favoráveis, a partir de 2016. Em suma, não é possível estabelecer uma ligação inequívoca entre a maior ou menor saliência do tema nos Programas dos Governos e as atitudes dos portugueses. Porém, verifica-se que quanto maior é a proporção de referências positivas, mais favoráveis tendem a ser as atitudes dos portugueses.

Migratory movements in Portugal have long been characterized by their unidimensionality. Portugal was a country of emigration. The end of the Estado Novo regim, and the consequences resulting from that event allowed this reality to change. Currently, due to the intensification of immigration, we verify that diversity is a characteristic of our society. We find ourselves in a moment in wich we are in permanent contact with people from the most diverse cultures, ethnicities and religions. These interactions provoque different reactions and behaviors. If, on the one hand, there are those who appreciate this growing diversity and what it brings, there are, on the other hand, those who fear it. The heterogeneity of attitudes towards immigration is an issue that is increasingly being discussed and analyzed. However, the attention given to politics, as a possible tool of influence, has been relatively small. Therefore, this dissertation aims to analyze the evolution of the approach given to immigration in government programs, as well as the attitudes of the portuguese towards this theme, between 2002 e 2018. The purpose of this is to, contribute to the analyses that focus on the study of the determinants of attitudes towards immigration. Namely, through the verification of a possible relationship between the way immigration is addressed in the document that guides all the actions of the ministers, and consequently of the government, and the attitudes of portuguese towards this area. Fot this purpose, this dissertation focuses on the content analysis of the government programs, as well as on the analysis of the evolution of the attitudes of portuguese towards immigration. In general, it is the political/legal dimension that is given the most emphasis in the various programs. The programs in wich immigration tends to have a higher salience do not correspond to the programs in wich it gets a higher number of positive references. All the programs have immigration as a theme. The attitudes of the portuguese become globally more favorable, starting in 2016. In sum, it is not possible to establish an unequivocal link between the greater or lesser salience of the theme in the programs and the attitudes os the portuguese. Nevertheless, it can be seen that the higher proportion of positive references, the more favorable the attitudes of the portuguese tend to be.
