Segurança, higiene e saúde na hotelaria portuguesa: o caso do distrito de Aveiro

Abstract

Sendo o sector do alojamento um dos principais componentes do sistema do turismo e constatando-se existirem tendências mundiais ao nível das diversas vertentes da indústria hoteleira, a segurança, higiene e saúde assumem uma posição central neste artigo, uma vez que se apresentam como uma das maiores forças de mudança, contribuindo, assim, com desafios significativos para esta indústria. A análise e enquadramento do sector em Portugal bem como a análise da procura, no sentido de se perceber o seu comportamento e as suas novas exigências, permitem demonstrar que a procura turística é particularmente sensível aos problemas de segurança, higiene e saúde, influenciando negativamente as taxas de ocupação no sector hoteleiro. Deste modo, são propostas medidas baseadas naquelas tendências mundiais que podem contribuir para prevenir e melhorar a segurança, higiene e saúde no sector hoteleiro, em Portugal. Pelo facto de se constatar que algumas daquelas ainda não são contempladas na lei nacional, são feitas recomendações para o serem no futuro, tendo em vista o reforço de medidas legislativas e regulamentares destinadas ao sector nestas áreas, resultando, assim, num aumento das suas taxas de ocupação.

omponents of the tourism system and, evidencing the existence of some world-wide trends to the levei of the diverse sources of the lodging industry, the Security, Hygiene and Health assume a central stage in this article, because they represent one of the biggest forces of change, thus contributing with significant challenges for this industry. The analysis and framing of the sector in Portugal, as well as the analysis of the demand, with the intent of perceiving its behavior and its new requirements, allow to demonstrate that the tourist demand is particularly sensible to the problems of Security, Hygiene and Health, influencing negatively the occupation taxes in the lodging sector. In this way, measures based on those world-wide trends are proposals that can contribute to prevent and to improve the Security, Higiene and Health in Portugal lodging sector. The fact of evidencing, that some of those are still not contemplated in the national law, recommendations had been made it to be in the future, with the intent that it will proceeds to the reinforcement of legislative and prescribed measures to the sector in these áreas, thus resulting in an increase of its occupation taxes.
