A Rota da Seda da Saúde e o seu papel no âmbito da governança global em saúde

Abstract

A Rota da Seda da Saúde emerge do projeto “Uma Faixa, Uma Rota” lançado pelo atual presidente Xi Jinping em 2015. Trata-se de um projeto inserido no lema do “Sonho Chinês” que almeja uma sociedade harmoniosa e cujo desenvolvimento se baseie na investigação científica, na inovação e na tecnologia. Desde 2009 que a República Popular da China tem vindo a encetar reformas no seu sistema de saúde por forma a colmatar lacunas e a resolver problemas internos.

A par com essas reformas, tem delineado uma estratégia de governança global que inclui igualmente a governança global em matéria de saúde pública, uma vez que os desafios globais nesta esfera são uma constante e estão em permanente evolução. Essa estratégia é materializada, entre outros aspetos, através da Rota da Seda da Saúde que ganhou ainda maior dimensão com o surgimento da pandemia por SARS-CoV-2. Este artigo assenta na análise de vários tópicos, a saber: i) os desafios internos do sistema de saúde chinês, ii) as ações levadas a cabo no quadro da Rota da Seda da Saúde e sua adaptação à fase pandémica e pós-pandémica e, por fim, iii) a estratégia chinesa no âmbito da governança global em saúde, por via da sua política externa e do recurso ao seu Soft Power.

The Health Silk Road emerges from the “Belt and Road” initiative launched by the current President Xi JinPing in 2015. This project is part of the “Chinese Dream”, motto, which aims for a harmonious society whose development is based on scientific research, innovation and technology. Since 2009, the People’s Republic of China has been reforming its health system in order to tackle any deficiencies and solve internal problems. Along with these reforms, it has outlined a global governance strategy that also includes global governance for public health, as global challenges in this sphere are constant and evolving. This strategy has emerged, among other things, by means of the Health Silk Road, which gained even more prominence with the emergence of the SARS-CoV-2 pandemic. This article is based on the analysis of several topics, namely: i) the internal challenges of the Chinese health system, ii) the actions taken in the framework of the Health Silk Road and its adaptation to the pandemic and post-pandemic phase, and, finally, iii) the Chinese strategy in the context of global health governance, through its foreign policy and the use of its Soft Power.
