Portugal, Nova Rota da Seda e rivalidade sistémica: contradições e dilemas

Abstract

A afirmação da China como potência global abalou a hegemónica pax americana que suce­deu ao mundo bipolar da Guerra Fria, alterando de forma significativa os contornos das relações internacionais. As expetáveis tensões entre ame­ricanos e chineses, assentes no pretexto de uma ‘guerra comercial’, têm assumido um papel central na definição desses contornos, fazendo emergir as contradições que, numa perspetiva hegeliana, fazem mover o Mundo. Neste contexto, a União Europeia, que mantém em simultâneo uma forte aliança transatlântica e uma relação consolidada e estável com a China, emerge como palco pri­vilegiado para sustentar uma reflexão sobre as contradições que marcam este contexto de rápida e complexa mudança geoestratégica e geoeconó­mica. Contradições que ganharam novos contor­nos com a transformação do otimismo europeu de 2013 na ‘rivalidade sistémica’ de 2019.

Esta é uma reflexão sobre as contradições e dilemas que a UE enfrenta neste novo contexto, particularizando a posição de Portugal. Uma reflexão que levanta mais interrogações do que respostas.

The rise of China as a global power has shaken the hegemonic pax americana that followed the bipolar world of the Cold War, signi ficantly changing the contours of internatio nal relations. The expected tensions between the US and China, based on the pretext of a ‘trade war’, have assumed a central role in defining these contours, bringing to light the contradictions that, from a Hegelian perspective, make the world to move forward. In this context, the European Union, which simul taneously maintains a strong transatlantic alliance and a consolidated and stable rela tionship with China, emerges as a privileged setting to support an analysis of the contra dictions that mark this context of rapid and complex geostrategic and geo-economic change. These contradictions have gained a new outline with the transformation of the European optimism of 2013 into the ‘syste mic rivalry’ of 2019. This article addresses the contradictions and dilemmas that the EU faces in this new context, highlighting the case of Portugal, but raises more questions than answers.
