Impactes económicos dos incêndios rurais na Região Centro de Portugal

Abstract

Os incêndios rurais são desastres, que podem ter origem natural ou não, que afetam vários países um pouco por todo mundo, com particular enfâse para as regiões de clima de tipo mediterrânico, sendo Portugal um dos países mais afetados e, portanto, mais assolados pelos impactes ambientais, sociais e económicos que destes sucedem. Dentro do seu território destaca-se a região Centro e, é neste sentido, objetivo desta dissertação perceber de que forma os incêndios rurais afetam a atividade económica nesta região a partir do uso do Valor Acrescentado Bruto (VAB) como variável dependente. Para isso, através da técnica econométrica de dados em painel e respetivos modelos de efeitos fixos robustos, PCSE e LSDV procurar-se-á avaliar esse impacte no período de 2014 a 2020. Assim, os dados são referentes às oito NUT’s III que constituem a região Centro, ou seja, Oeste, Região de Aveiro, Região de Coimbra, Região de Leiria, Viseu Dão Lafões, Beira Baixa, Médio Tejo e Beiras e Serra da Estrela. Finalmente, os resultados alcançados parecem demonstrar que, no período analisado, os incêndios rurais influenciam negativamente o VAB no Centro de Portugal, uma vez que, ainda que a variável área ardida não se tenha apresentado como estatisticamente significativa, o número de ocorrências afetou de forma significativa e negativa o VAB.

Rural fires are disasters, which can be natural or not, that affect several countries around the world with particular emphasis on regions with a Mediterranean climate. Portugal is one of the most affected countries and, therefore, one of the most affected by the environmental, social, and economic impacts resulting from these. Within its territory, the Central region of the country stands out and, for that matter, the objective of this dissertation is to understand how rural fires affect the economic activity in this region from the use of Gross Value Added (GVA) as a dependent variable. To this end, through the econometric technique of panel data and its robust fixed effects model, PCSE model, and LSDV model, their impact in the period from 2014 to 2020 will be assessed. Thus, the data refers to the eight NUTs III that constitute the Central region of Portugal, that is: Oeste, Região de Aveiro, Região de Coimbra, Região de Leiria, Viseu Dão Lafões, Beira Baixa, Médio Tejo e Beiras e Serra da Estrela. At last, the results seem to show that, in the analyzed period, rural fires have a negative influence on GVA in Central Portugal since, even though the burnt area variable was not statistically significant, the number of occurrences significantly and negatively affected GVA.
