Abstract: | O presente trabalho constitui um estudo exploratório que procurou analisar a
relação entre a avaliação externa das escolas, em particular o domínio da
auto-avaliação, e os resultados dos alunos nos exames nacionais do 9.º ano e
do 12.º ano. A investigação consubstanciou-se, numa fase inicial, na
verificação da relação entre a posição obtida pelas escolas nos rankings
nacionais (9.ºano, 12.º ano e 9.º+12.º ano) e os resultados atribuídos pela
Inspecção-Geral da Educação no processo de avaliação externa dessas
mesmas escolas. Posteriormente, caracterizaram-se os processos, o uso e os
fins dados à auto-avaliação dessas mesmas escolas, com base no olhar da
Inspecção-Geral da Educação patente nos respectivos relatórios de avaliação
externa. Os resultados do estudo apontaram para uma avaliação externa de
“teor burocrático”, que valoriza mais a existência de um relatório do que o uso
efectivo dado ao mesmo na implementação e apoio à melhoria das
organizações escolares. Parece ainda poder inferir-se, pelo menos em alguns
casos, a existência de um “contágio positivo” entre os bons resultados dos
alunos patentes nas escolas “melhor” posicionadas nos rankings e as
correspondentes classificações atribuídas pela Inspecção-Geral da Educação
no domínio da capacidade de auto-regulação e melhoria. This paper is a research study that tried to analyse the connection between the external evaluation of schools, in particular the domain of self-evaluation and the results of the students in the national exams of the 9th grade and the 12th grade. The investigation gathered, in an initial phase, the verification of the connection between the position obtained by the schools in the national rankings (9th grade, 12th grade and 9th+12th grades) and the results ascribed by the Inspectorate of Education in the process of external evaluation of the same schools. Later, the processes, the use and the aim of the self-evaluation of the same schools were characterized, based on the view of the Inspectorate of Education evident in the external evaluation reports. The results of the study pointed toward an external evaluation of “bureaucratic content”, which values more the existence of a report than the effective use of it in the implementation and support of the improvement of school organizations. It seems that it may be able to infer, at least in some cases, the existence of a “positive contagion” between the good results of the students evident in the schools which are better positioned in the rankings and the corresponding classification conferred by the Inspectorate of Education in the domain of the capacity of self-regulation and improvement. |
