Desajustamentos, economia compartilhada e políticas públicas: um estudo de caso da Uber na cidade do Recife

Abstract

O termo Economia Compartilhada (EC) é utilizado na literatura especializada e academia normalmente para caracterizar a forma como a internet, os smartphones e os aplicativos estão modificando a dinâmica econômica mundial. Entende-se como relevante realizar trabalhos que investiguem a percepção da sociedade sobre os efeitos proporcionados pela EC. Neste sentido, com o objetivo de expandir o conhecimento sobre esse fenômeno econômico, busca-se entender, com este estudo, qual a influência da crise de ajustamento institucional causada pela evolução da EC no processo de desenho e implementação de políticas públicas. Para compreender o contexto dos desajustamentos causados EC, foi realizado um estudo de caso de uma das principais representantes da EC no mundo, a Uber na cidade do Recife. Desta forma, o presente trabalho, evidencia que a teoria dos ciclos económicos, principalmente o ciclo tecnológico apresentado por Perez (2003), permite construir uma percepção sobre prováveis acontecimentos durante cada fase de um ciclo tecnológico. Além disso, os resultados da análise indicam o distanciamento entre discurso das promessas da EC aos seus participantes com a realidade vivenciada, ausência de um enquadramento jurídico orientado para a EC e a incapacidade ou inabilidade das instituições ou “policy makers” para compreender e sistematizar políticas públicas que permitam o desenvolvimento benéfico da EC para sociedade. Por fim, a tese contribui com a ampliação do entendimento da necessidade de ajustamentos estruturais nas políticas públicas e nos quadros jurídicos para acomodar os modelos da EC.
