Abstract: | A vulnerabilidade social consiste no impacto físico, económico, político ou social que uma população sofre com determinado processo desestruturante. A presente dissertação procura quantificar essa vulnerabilidade através de um índice que possa ser incorporado na ótica das políticas públicas. Este índice é obtido, com recurso à linguagem de programação Python, através da aplicação da Análise de Componentes Principais a dados referentes a determinados indicadores da população e infraestruturas dos municípios de Portugal Continental, entre os anos 2009 e 2019. Os valores resultantes deste índice são representados em cartogramas, a partir dos quais é possível identificar os municípios e aglomerados territoriais mais vulneráveis e verificar que, com o passar dos anos, a vulnerabilidade em Portugal tende a apresentar uma distribuição mais homogénea. Os resultados deste estudo poderão constituir uma ferramenta útil de auxílio para os decisores de política, aquando da tentativa de combater os efeitos adversos desta vulnerabilidade, ou seja, no momento de criação e execução de medidas que permitam evitar e reverter tais efeitos. Social vulnerability consists of a population’s physical, economic, political, or social impact caused by a specific destructuring process. The present dissertation aims to quantify this vulnerability through an index that can be incorporated into the standpoint of public policies. This index is obtained through the application of Principal Component Analysis, using the Python programming language, to a dataset referring to specific population and infrastructure indicators of the municipalities of mainland Portugal between the years 2009 and 2019. The values resulting from this index are represented in cartograms, from which it is possible to identify the most vulnerable municipalities and territorial agglomerations and to verify that, over the years, the vulnerability in Portugal tends to present a more homogeneous distribution. The results of this study could constitute a valuable tool to help policymakers combat the adverse effects of this vulnerability, that is, when creating and implementing measures to avoid and reverse such effects. |
