Abstract: | O tema desta dissertação tem a ver com o sistema fiscal
português nos anos oitenta. A fiscalidade portuguesa sofreu, na
década de oitenta, importantes transformações ao nível da
tributação, quer do consumo, quer do rendimento.
Com a adesão de Portugal à Comunidade Económica Europeia
em 1986, surgiu, no campo da tributação do consumo, o
Imposto sobre o Valor Acrescentado em substituição do
Imposto de Transacções. O nosso sistema fiscal deixou de
contar com um imposto monofásico, incapaz de gerar as
receitas desejadas, excessivamente concentrado no estádio do
grossista e com pouca apetência para tributar os serviços, e
passou a contar com um imposto, plurifásico, gerador de um
excelente nível de receitas e com um âmbito de incidência
bastante mais alargado.
Depois de concretizada a reforma da tributação do consumo
procedeu-se, nos finais dos anos oitenta, à reforma da
tributação do rendimento, tendo sido criados o Imposto sobre o
Rendimento das Pessoas Singulares e o Imposto sobre o
Rendimento das Pessoas Colectivas. Com o surgimento destes
dois impostos sobre o rendimento procedeu-se à substituição
do sistema cedular misto que vinha sendo praticado pela
fórmula de tributação tendencialmente unitária do rendimento.
A criação do Imposto sobre o Valor Acrescentado e dos
Impostos sobre o Rendimento das Pessoas Singulares e
Colectivas representou uma viragem histórica na fiscalidade
portuguesa, de tal forma, que ainda hoje se assumem como os
principais impostos do nosso sistema fiscal e os que mais
contribuem para as receitas do Estado Português. The subject matter of this dissertation concerns the Portuguese fiscal system during the 80’s where there were important transformations in consumer and income taxation procedures. With the admission of Portugal into the European Economic Community in 1986, the VAT substituted the so-called Transaction Tax and began to make part of Portuguese consumers’ taxation system. Our fiscal system stopped having a monophase tax which was unable to obtain the desired income as it was too concentrated on the wholesale dealer’s field and not so much on services, and started to have a pluriphase tax, this time with high probabilities of getting an excellent income standard with an extended incidence scope. After accomplishing the revision of the consumption taxation, it was time to implement a similar adjustment on income, and that took place by the end of the 80’s with the creation of the Corporate Income Tax and Personal Income Tax. The appearance of these two taxes on the income brought in the replacement of the compound system which had been practised by the rule of taxation mainly towards the unitary income. The creation of the VAT, the Corporate Income Tax and the Personal Income Tax represented a landmark in Portuguese fiscal supervision in a way that, even today, these two kinds of taxation are stated as being the main taxation tools of our fiscal system as well as the ones which most contributed to the income of Portuguese Government. |
