O impacto da digitalização no mercado de trabalho regional

Abstract

O desafio para o futuro, além da implementação da digitalização na economia para estimular o crescimento do emprego, é enfrentar o risco potencial da desigualdade, como resultado da mudança tecnológica. A mudança tecnológica baseada em competências é um mecanismo que pode aumentar a desigualdade, pois tende a favorecer grupos específicos da força de trabalho e reduzir a empregabilidade de outros grupos, nomeadamente trabalhadores com baixa qualificação. Isto deve-se ao facto de que o mercado de trabalho, sob a perspetiva da economia digital, é influenciado pelas tendências demográficas do sistema socioeconómico, que determinam a estrutura do digital, condições para acessibilidade e o nível de domínio da competência digital. O objetivo desta dissertação passa por entender qual o impacto que a Indústria 4.0 e a constante evolução da digitalização e automação têm tido no mercado de trabalho, através do estudo da relação entre grau de digitalização e a remuneração a nível regional. A amostra deste trabalho, diferentemente de estudos anteriores, buscou abranger o impacto da digitalização ao nível dos municípios de Portugal com diferentes características, com o propósito de diferenciar os efeitos dentro das regiões do país. Para isto, é usado um modelo econométrico de explicação dos salários regionais, que inclui os seus determinantes. O principal contributo está no uso o Índice Digital Regional como indicador do grau de digitalização das regiões usado como factor explicativo, durante o período entre os anos 2010 até 2018.

The challenge for the future, beyond implementing digitalization in the economy to stimulate employment growth, is to address the potential risk of inequality as a result of technological change. Skill-based technological change is a mechanism that can increase inequality, as it tends to favor specific groups in the labor force and reduce the employability of other groups, notably low-skilled workers. This is because the labor market, from the perspective of the digital economy, is influenced by the demographic trends of the socio-economic system, which determine the structure of the digital, conditions for accessibility, and the level of mastery of digital competence. The aim of this dissertation is to understand what impact Industry 4.0 and the constant evolution of digitalization and automation have had on the labor market, by studying the relationship between the degree of digitalization and remuneration at the regional level. The sample of this paper, unlike previous studies, sought to cover the impact of digitalization at the level of municipalities in Portugal with different characteristics, with the purpose of differentiating the effects within the regions of the country. For this, an econometric model of regional wage explanation is used, which includes its determinants. The main contribution is in the use of the Regional Digital Index as an indicator of the degree of digitalization of the regions used as an explanatory factor, during the period between the years 2010 to 2018.
