Abstract: | A atividade comercial é essencialmente uma atividade urbana, para além disso
a relação cidade-comércio tem-se complexificado, ao longo dos anos. Através
da emergência de novas tipologias e espaços de consumo, denota-se
vincadamente a sua influência no desenvolvimento, organização e
(re)estruturação das cidades. Entende-se, portanto, que os centros comerciais
são elementos urbanos estruturantes da paisagem urbana e das dinâmicas
territoriais, assim sendo, assume-se como principal objetivo a análise crítica ao
planeamento dos espaços de consumo, em particular, dos centros comerciais.
Questiona-se a forma como estes elementos são considerados nas políticas de
planeamento urbano e quais os mecanismos e instrumentos existentes para a
regulação da implantação dos mesmos.
Para tal, considerou-se a regulamentação existente para a implantação de
superfícies comerciais e a integração do planeamento comercial nos
instrumentos de gestão territorial, analisando dois casos práticos,
nomeadamente o Évora Plaza, em Évora e a Cidade Sonae, em Sintra. A análise
decorre de forma tripartida, conjugando a análise descritiva com a análise crítica
e a comparativa.
De forma geral, os mecanismos e políticas de planeamento comercial têm
demonstrado ser, essencialmente, reativos e os instrumentos de gestão
territorial caracterizam-se por serem passivos perante a inclusão do
planeamento comercial nas estratégias de desenvolvimento urbano. Por fim, se
o início da implantação dos centros comerciais, em Portugal, ficou marcado por
um vazio legislativo, atualmente, poder-se-á afirmar que permanece um vazio
ao nível do planeamento estratégico do sector comercial e da sua integração no
espaço urbano e nas políticas de planeamento urbano. The commercial activity is essentially an urban activity, furthermore the relationship city-retail has become more complex over the years. Through the emergence of new typologies and consumption spaces, it is possible to see their influence on the development, organization and (re)structuring of cities. So, it is understood that the shopping centers are urban structuring elements of the urban landscape and territorial dynamics. Therefore, the main objective is to critically analyze the planning of consumption spaces, in particular, the shopping centers. It is important to question how these elements are considered in urban planning policies and what mechanisms and instruments exist for regulating their implementation. To this end, it was considered the existing regulation for the implantation of commercial areas and the integration of retail planning in the territorial planning instruments. Two case studies were analyzed, namely Évora Plaza, in Évora and Cidade Sonae, in Sintra. The study is based on a three-level analysis, combining descriptive analysis with critical and comparative analysis. In general, the mechanisms and policies for retail planning have demonstrated to be essentially reactive and the territorial planning instruments have demonstrated to be passive about the inclusion retail planning in urban development strategies. Finally, if the beginning of the implementation of shopping centers in Portugal was marked by a legislative vacuum, now it can be said that a vacuum remains in terms of strategic planning of the retail sector and its integration into urban space and into the urban planning policies. |
