Vessel monitoring systems (VMS) : monitorização da atividade de pesca via satélite

Abstract

A dissertação analisa os sistemas de monitorização via satélite da atividade de pesca - Vessel Monitoring System (VMS) - atualmente em uso nas principais frotas de pesca mundiais. Começando por enquadrar a sua necessidade, descrevendo a relevância global da pesca, os seus problemas e ameaças e os desafios da regulação e fiscalização desta atividade, descreve em seguida com maior detalhe os seus componentes, tecnologias utilizadas e funcionalidade, a forma como surgiram no mundo e o contributo pioneiro de Portugal. Aborda depois a forma como evoluíram no mundo em termos de de âmbito e competências. Por fim analisa as atuais oportunidades de evolução tecnológica dos sistemas VMS, identificando áreas e temas de investigação e desenvolvimento relevantes para o futuro dos sistemas VMS.

The dissertation analyzes the satellite-based fishing activity monitoring systems - Vessel Monitoring System (VMS) - currently in use in the world's main fishing fleets. Beginning by framing their need, describing the global relevance of ocean fisheries, its problems and threats, and its regulation and control challenges; it presents next in more detail the VMS components, technologies and functionality, the way they emerged in the world and Portugal’s pioneering contribution. It then addresses how they have evolved in the world in terms of scope and competencies. Finally, it analyzes current VMS technological evolution opportunities, identifying research and development areas and themes relevant to the future of VMS systems.
