Abstract: | Dado não existir um qualquer estudo sobre o Ensino Primário em Viseu,
durante a I República, este trabalho constitui a primeira abordagem ao tema,
neste concelho, procurando fazer, antes de mais, um inventário de referências
sobre a educação nesse período histórico, tanto nos documentos de arquivo,
como na imprensa local, manifestando um interesse especial pelos aspectos
relacionados com a administração escolar, nomeadamente com a Inspeção
Escolar, mas também as política municipais, no domínio da Educação, procurando
reunir toda a informação sobre os professores, os alunos e a atitude
da opinião escrita face ao ensino primário numa cidade do interior como Viseu,
longe de Lisboa e Porto, nesses tumultuosos anos da I República.
Num estudo recente, Jorge Ramos do Ó afirma: “Focalizados sobretudo no
sistema da Nação, temos trabalhado bem menos, quer ao nível local e
regional, quer na comparação com as realidades extra-muros”. Foi com esta
crítica aos estudos em História da Educação que construímos o objeto desta
dissertação. Tal objeção é bem mais pertinente no domínio dos estudos sobre
administração e regulação educativa. Se a importante obra de A. Henriques
Carneiro e Serafim Amaro Afonso, sobre a Inspeção do Ensino em Portugal,
nos dá uma rica visão global do fenómeno, falta-nos o olhar porventura segmentado
da realidade local ou regional, que nos permitirá perceber de que
modo o país entendia (ou resistia) à filosofia política da administração central,
neste caso concreto, durante a I República.
Foi possível ver que, depois do entusiasmo dos primeiros anos após a instauração
da I República, as politicas educativas vacilaram perante os obstáculos
de natureza financeira, económica, burocrática e político-partidária, o
que fez com que a aclamada municipalização educativa fosse mais retórica do
que verdadeira. De resto, a ação dos inspetores favoreceu o centralismo lisboeta,
o que ocasionou, por diversas vezes, conflitos com as direções do
município viseense. Num balanço final, podemos dizer que, também, em
Viseu, os progressos verificados no domínio da educação foram manifestamente
insuficientes, como o provam o reduzido número de escolas construídas
durante os anos estudados. Because so far there is any study on Primary Education in Viseu, during the First Republic, this work is the first approach to the subject, in this region.We have tried to do, first of all, an inventory of references on education in this historical period, both in archival documents, as in the local press, showing a special interest in issues related to school administration, particularly with the school Inspection, but also the in municipal policy in the field of education, looking to gather all the information about teachers, students and attitude of the written opinion in relation to primary education in the inner city as Viseu, far from Lisbon and Porto, in those tumultuous years of the First Republic. In a recent study, Jorge Ramos do Ó says: "Focused especially on the system of the nation, we have worked less well, both at local and regional level, both in comparison to the realities outside the walls." It was from this critique of studies in History of Education we build the object of this dissertation. This objection is more relevant in the field of research on educational administration and regulation. If the important work of A. Henriques Carneiro and Seraphim Amaro Afonso, on the Inspection of Education in Portugal, gives us a rich overview of the phenomena, we lack the look of reality perhaps segmented local or regional, which will allow us to understand how people understand (or resisted) to the political philosophy of central government, in this case, during the First Republic. It was possible to see that, after the excitement of the early years after the establishment of the First Republic, the educational policies faltered at the obstacles financial, economic, bureaucratic and politically, which led to the acclaimed educational decentralization was more rhetorical than real. Moreover, the action of inspectors favored centralism of Lisbon, which led, at various times, conflict with the directions of the municipality Viseense. On balance, we can say that, too, in Viseu, progress in education were manifestly inadequate, as evidenced reduced the number of schools con-pany also built during the years studied. |
