O declínio e a revitalização da agricultura - o caso de Penafiel

Abstract

O presente trabalho resulta da necessidade de perceber os processos de declínio que se tem verificado na agricultura portuguesa e conhecer algumas das dinâmicas que possam contribuir para inverter essa tendência de declínio e para a sua revitalização. Pretendeu-se, assim, numa primeira fase, fazer uma contextualização genérica do estado da arte nesta matéria, bem como caracterizar o território a que o estudo diz respeito. Para isso recorremos aos dados do Instituto Nacional de Estatística, através dos relatórios provenientes dos Censos e dos Recenseamentos Agrícolas. O caso de estudo escolhido foi o Município de Penafiel, dado que é um concelho onde a temática do desenvolvimento rural e da agricultura está bem presente. Para podermos obter informações mais concretas sobre o panorama agrícola desse concelho, foram elaborados e distribuídos inquéritos por questionário a exagricultores, agricultores profissionais e novos e futuros agricultores. Importava, assim, perceber, respectivamente, os motivos que estiveram na base do afastamento da atividade agrícola; qual a situação e constrangimentos atuais; e os motivos que levam à procura da agricultura nos dias que correm. Analisados os resultados, podemos concluir que a população em geral tem aumentado, ao contrário do que tem acontecido na população agrícola. O número de produtores agrícolas e de área de produção tem vindo a diminuir consideravelmente e os produtores agrícolas existentes são, em grande parte, idosos e com baixos níveis de escolaridade. A ligação à terra é algo que caracteriza as três amostras e que justifica a ligação à agricultura. Depois de percebermos esta realidade, contextualizada a nível nacional e regional, apresentamos com pormenor as medidas de revitalização da agricultura que o Município de Penafiel tem vindo a implementar, com vista à promoção e desenvolvimento da atividade no concelho. Concluiu-se, assim, que as três principais medidas escolhidas agricultores inquiridos são aquelas que estão mais diretamente relacionadas com o escoamento dos produtos, sendo esta a principal preocupação dos agricultores, juntamente com a instabilidade financeira que daí decorre e os elevados preços dos fatores de produção. Denota-se ainda um número razoável de produtores que desconhecem qualquer medida implementada no Município, sinal da necessidade de melhorar a comunicação do próprio projeto junto dessa comunidade de agricultores locais.

This work results from the need to understand the processes of the decline that has been verified in the Portuguese agriculture and the need to know some of the dynamics that may have contributed to invert that decline and its revitalization. Therefore, in a first phase, it was made a generic contextualization of the state of art in this matter, as well as a characterization of the territory related to this study. For that, we resorted to the data of the National Statistical Institute, obtained from the reports of the Census and the Agricultural Surveys. The case of study that was chosen was the Penafiel Municipality, considering that it is a city council where the theme of agriculture and rural development is present. In order to obtain concrete information about the agricultural panorama of this municipality, an inquiry was made through the elaboration and distribution of questionnaires to ex-farmers, professional farmers and new and future farmers. As a result, it was important to understand, respectively, the reasons which gave rise to the remoteness from agricultural activity; what is the present situation and constraints; and which are the motives that lead to the search of agriculture nowadays. After having analysed the results, we can conclude that the general population has been increasing, contrary to the agricultural population. The number of agricultural producers and of the production area has been decreasing considerably and the existing agricultural producers are, largely, elderly and with low educational levels. The attachment to the land is something that characterizes the three samplings, which justifies the attachment to agriculture. After having understood this reality, contextualised in a national and a regional level, we present, in detail, the measures that the Penafiel Municipality has been implementing to revitalize agriculture, in order to promote and develop this activity in the city council. Thus, it was concluded that the main three measures chosen by the enquired farmers are the ones directly related to the flowage of the products, being this one the main concern of the farmers, along with the financial instability that comes from it and the high prices of the production factors. It is also noted that there is a considerable number of farmers that don’t know any measure implemented by the city council, which is a sign of the need to improve the communication of the project itself next to that community of local farmers.
