A NBR 16513/2016 e suas contribuições no desenvolvimento de conhecimentos e na geração de competências nos estudantes de eventos

Abstract

Esta tese, tem por objetivo geral analisar a relevância da norma técnica ABNT NBR 16.513/2016, na formação e na empregabilidade dos alunos dos cursos de eventos do eixo tecnológico Turismo, Hospitalidade e Lazer, em um contexto de pré e pós-pandemia. Para a construção do arcabouço teórico, realizou-se uma revisão de literatura englobando os temas turismo, eventos, educação profissional e competências profissionais. Finalizou-se os capítulos relacionando os temas discutidos com o impacto da pandemia de COVID-19 em cada setor estudado. Com vistas a alcançar os objetivos específicos propostos na pesquisa, efetuou-se uma pesquisa de natureza mista, utilizando abordagem qualitativa e quantitativa. Realizou-se entrevistas semiestruturadas com quatro especialistas da comissão especial de eventos da Associação Brasileira de Normas Técnicas (ABNT), promoveu-se momentos de grupo focal com 23 professores de diferentes estados brasileiros, todos atuantes nos cursos do eixo tecnológico Turismo, Hospitalidade e Lazer. Transcreveu-se todo o material (entrevistas e grupo focal) e, com o apoio do software NVivo, todo o material foi categorizado e realizada a análise de conteúdo. Adicionalmente, foram elaborados três inquéritos por questionário online, direcionados aos: alunos dos cursos técnico e tecnólogo em eventos, obtendo 148 respostas; professores do eixo tecnológico estudado, com um total de 72 respostas; e empregadores do setor de eventos com 101 respostas na primeira fase, em 2019, e 104 respostas na segunda fase, em 2020. Os instrumentos de pesquisa foram elaborados a partir do que estabelece a norma técnica ABNT NBR 16.513/2016. Os dados provenientes dos três sujeitos avaliados são apresentados pelas análises descritiva, inferencial e de correspondência, com apoio do software livre R, embasados em testes estatísticos e na literatura proveniente das revisões realizadas no decorrer da pesquisa. A combinação de métodos levou a significativas conclusões sobre o processo de elaboração da norma técnica, seu nível de atualização, as competências mais relevantes para os empregadores no momento de seleção e contratação dos profissionais, os principais desdobramentos da pandemia no setor de eventos, as competências, habilidades e atitudes mais desenvolvidas nos cursos de eventos, as principais técnicas e ferramentas de ensino utilizadas pelos docentes e as adaptações realizadas nas práticas de ensino para o desenvolvimento de competências durante as aulas remotas. Os resultados apontam concordâncias e discordâncias e o nível de relevância da norma técnica ABNT NBR 16.513/2016 no desenvolvimento, na formação e na empregabilidade dos estudantes dos cursos de eventos.

This thesis, has the general objective of analyzing the relevance of the technical standard ABNT NBR 16.513/2016 in the training and employability of students of events courses of the technological axis Tourism, Hospitality and Leisure in a pre- and post-pandemic context. To build the theoretical framework, we conducted a literature review encompassing the topics tourism, events, professional education and professional competencies, we finalized the chapters relating the topics discussed with the impact of the COVID-19 pandemic in each sector studied. In order to achieve the specific objectives proposed in the research, a research of mixed nature was carried out, using a qualitative and quantitative approach. A semi-structured interview was conducted with four specialists of the special events commission of the Brazilian Association of Technical Norms - ABNT, focal group moments were promoted with twenty-three teachers from different Brazilian states, all of them working in courses of the technological axis Tourism, Hospitality and Leisure. We transcribed all the material (interviews and focus group) and, with the support of NVivo software, all the material was categorized and content analysis was performed. Additionally, three surveys were elaborated by an online questionnaire, directed to students of the technical and technologist courses in events, obtaining one hundred and forty-eight responses, teachers of the studied technological axis with a total of seventy-two responses and employers of the events sector with one hundred and one responses in the first phase in 2019 and one hundred and four responses in the second phase in 2020. The research instruments were designed based on what the ABNT NBR 16.513/2016 technical standard establishes. The data from the three subjects evaluated, are presented by descriptive, inferential and correspondence analysis, with support from the free software R based on statistical tests and literature from the reviews conducted during the research. The combination of methods led to significant conclusions about the process of developing the technical standard, its level of updating, the most relevant competencies for employers when selecting and hiring professionals, the main unfoldings of the pandemic in the events sector, the competencies, skills and attitudes most developed in events courses, the main techniques and teaching tools used by teachers, and the adaptations made in teaching practices for the development of competencies during remote classes. The results point out concordances and disagreements and the level of relevance of the ABNT NBR 16.513/2016 technical standard in the development, training and employability of students in events courses.
