Reabilitação urbana em subúrbios: o caso da ARU de Mem Martins

Abstract

O presente relatório descreve as atividades realizadas durante o estágio curricular, realizado no âmbito do Mestrado Integrado em Engenharia Civil. O estágio desenvolveu-se no Gabinete de Reabilitação Urbana, da Câmara Municipal de Sintra, distrito de Lisboa. A Reabilitação Urbana é um tema obrigatório quando se pretende intervir na cidade. Enquanto processo conjunto, implica uma abordagem que não se centra apenas nas especificidades da área pública a reabilitar, as suas carências e potencialidades, mas também na reabilitação física dos edifícios. Torna-se então pertinente a análise do Estado de Conservação e respetivo Nível de Intervenção na Área de Reabilitação Urbana de Mem Martins / Rio de Mouro, tema central do estágio curricular realizado. Para além de demonstrar todo o trabalho realizado durante o estágio curricular, outro objetivo deste relatório de estágio passa por mostrar a evolução legal relativamente à Reabilitação Urbana e enumerar os instrumentos de atuação local. Torna-se ainda importante de salientar a importância deste estágio na expansão de competências não adquiridas na parte letiva, a oportunidade de contactar com o mercado de trabalho em contexto de formação/aprendizagem apresentam-se como pontos de partida para a carreira profissional. No decurso da execução das tarefas propostas, houve um acompanhamento permanente pelos elementos da SGRU, nomeadamente pela chefe da equipa, bem como total disponibilidade na assistência e colaboração.

The following report describes the activities developed during the academic internship, realized within the scope of the Integrated Master in Civil Engineering. The internship was developed in the Office of Urban Regeneration, of Sintra Municipality, Lisbon district. Urban Regeneration is a demanded subject when one intends to intervene in the town. As a joint process, it implies an approach that is not only focused on the specificities, needs and potentialities of the public area to rehabilitate, but also in the physical regeneration of the buildings. It is then relevant the analysis of the Conservation State and respective level of intervention in the regeneration of the urban area of Mem Martins / Rio de Mouro, the internships’ central theme. In addition to the demonstration of all the operations realized during the internship, another objective of this dissertation is to show the legal evolution concerning the Urban Regeneration and state the instruments of local actions. It is also relevant to emphasize the importance of this internship in the expansion of non-acquired skills at an academic level. The opportunity to get in touch with the labor market, in a training/learning context, it’s a step forward to a professional career. There was a permanent monitoring by the SGRU elements in the execution of the proposed tasks, namely by the team leader, and also total availability in assistance and collaboration.
