A representação dos interesses portugueses na UE : uma análise comparativa e uma proposta de modelo

Abstract

Com o presente relatório, pretende-se investigar a questão da representação regional em Bruxelas e obter uma proposta de um modelo de representação adaptado à realidade portuguesa. Para tal, é fulcral a compreensão do problema da representação regional em Portugal e na UE, para selecionar um conjunto de boas práticas a serem utilizadas por Portugal. Assim, após identificação do espaço de mercado existente para a representação regional em Bruxelas, foi realizada uma revisão de literatura e recolha de alguns dados publicamente disponíveis. Da análise da informação por estes meios obtida, surge um modelo de hipóteses baseado em três premissas: (1) A representação é influenciada pela descentralização; (2) a distribuição de poder (autonomia) influencia a representação das regiões; e (3) o canal de representação depende do estado de desenvolvimento da região. Para compreender o problema e propor soluções, foram selecionados dois casos de estudo, Portugal, por ser o Estado- Membro objeto de avaliação em matéria de representação e a Alemanha, por ostentar uma representação política distinta de Portugal, pautada pela distribuição de poder e descentralização. Com base na informação recolhida, conclui-se que Portugal não tem regiões representadas e que este fator poderá estar relacionado com a falta de legitimidade política que as mesmas têm.

After identifying the market space for regional representation, the goal to achieve with this report is the proposal of a representative model adapted to the Portuguese reality. To this end, it is key to understanding the problem of regional representation in Portugal and the EU, to select a set of best practices to be used by Portugal. Thus, the developed model is based on three premises that will be discussed throughout the document (1) The representation is influenced by decentralization; (2) the distribution of power (autonomy) influences the representation of the regions; and (3) the representation channel depends on the state of development of the region. To understand the problem and propose solutions, we selected two case studies, Portugal, being the Member State evaluation object in the field of representation and Germany, by sporting a political representation distinct from Portugal, marked by the distribution of power and decentralization. Based on the case of Germany the study and collection of some EU representation standards, we intend to discuss the assumptions proposed and put together a set of good practices on regional representation.
