Abstract: | O processo de libertação e independência de Timor, que decorreu entre 1975 e 2002,
teve três frentes de batalha, entre as quais a diplomacia. Esta importante frente de
batalha foi desempenhada, em grande medida, por Estados amigos de Timor, mas
sobretudo pela sociedade civil desses países. Como alguns estudos referem, a
sociedade civil portuguesa destaca-se neste âmbito.
Diversas organizações da sociedade civil portuguesa destacaram-se, com efeito, em
tarefas de defesa e promoção (advocacy) da causa Timorense. Esta mobilização, que
fase final do processo de libertação de Timor atingiu uma dimensão incomum, contrasta,
portanto, com a tradicional reduzida mobilização de organizações da sociedade civil
portuguesa para funções expressivas nas últimas décadas.
A presente dissertação procura debruçar-se em evidenciar os fatores determinantes
para esse envolvimento; o desenvolvimento dessa mobilização; as restrições e os
impactos alcançados por essa mobilização.
Para tal, foram aplicadas e analisadas entrevistas com representantes de oito
organizações de diversas tipologias que se envolveram na causa da libertação e Timor.
As principais conclusões apontam para o facto de esta grande mobilização só ter
ocorrido nos últimos anos de luta, tendo havido apenas um conjunto muito reduzido de
organizações que participaram na luta desde o início. No lote destas organizações
temos organizações com dedicação exclusiva à causa e outras sem dedicação
exclusiva, bem como organizações criadas por resistentes timorenses que se
refugiaram em Portugal. A atuação destas organizações era diversa mas tinha como
principais motivações apelar à sensibilização e mobilização da sociedade civil
portuguesa, sobretudo quando o tema era largamente ignorado ou menosprezado na
sociedade portuguesa, bem como apelar ao Estado português para que assumisse as
suas obrigações enquanto potência administrante e denunciasse a situação perante a
ONU.
Estes objetivos foram concretizados através de diversas atividades, que contaram com
diferentes parceiros nacionais e internacionais, não obstante a ocorrência de algumas
dificuldades.
Foi possível concluir, por fim, que as razões para esta mobilização incomum foram o
facto de Timor ser uma antiga colónia portuguesa e haver alguma partilha de identidade
na língua, religião e maneira de ser, bem como alguma identificação com a resistência
timorense e com o projeto para Timor após a independência. The process of liberation and Independence from East Timor, which lasted between 1975 and 2002, had three battle fields, among which diplomacy. This important battle was fought by States which are friends of Timor, but mostly by their national civil societies. As some studies mention, the Portuguese civil society is an outstanding example. Several civil society organizations have indeed stood out on playing advocacy tasks in favor of Timor cause. This mobilization, which had an uncommon dimension during the last period of Timor liberation, is therefore in contrast with the traditional reduced mobilization for expressive tasks from Portuguese civil society organization for the past decades. This dissertation aims to focus on the determinant factors for this kind of involvement, on how this mobilization was built, as well as on its restrictions and impacts. To do so, we launched and analyzed interviews on representatives from eight organizations with different typologies which were involved on Timor cause. The main conclusions point to the fact that this massive mobilization only took place during the last few years of fight, while only a reduced number of organizations were involved since the beginning. This set of organizations include organizations which were exclusively dedicated to the cause and other which did not, as well as organizations which were created by Timorese citizens who were refugees in Portugal. While diverse, the main motivations from these organizations were to raise awareness and mobilize the Portuguese civil society, mainly while the topic was largely unknown or undervalued, as well as to appeal to the Portuguese State to undertake its responsibilities as administering power and to report the situation before the UN. These goals were achieved through several activities and counting with the support of several national and international partners, notwithstanding some difficulties. It was possible to conclude that the main reasons for this uncommon mobilization were the fact that Timor was a former Portuguese colony and the sharing of language, religious and temperament identity, as well as some identification with the Timorese resistant forces and with the project for Timor after the independence. |
