Turismo e desenvolvimento: percepções e atitudes dos residentes da Serra da Estrela

Abstract

O presente trabalho tem por objectivo principal avaliar as percepções e as atitudes dos residentes da Serra da Estrela face ao desenvolvimento do turismo. A concretização deste objectivo implicou a realização de uma reflexão teórica, a partir de uma pesquisa bibliográfica sobre as percepções dos impactes do turismo e os modelos que têm sido utilizados para avaliar as atitudes dos residentes face ao desenvolvimento turístico. Com base nesta reflexão teórica construi-se um modelo de investigação que pretende avaliar os factores que influenciam as percepções dos impactes do turismo e a atitudes dos residentes em relação ao turismo. A avaliação do modelo de investigação proposto foi concretizada através da sua aplicação a um destino turístico de Portugal – a NUT III Serra da Estrela. Esta tarefa implicou a aplicação de um inquérito por questionário aos residentes desta região, tendo-se utilizado o processo de amostragem por quotas. Através da administração directa foram obtidos 196 questionários nos meses de Junho e Julho de 2009. O questionário incluía questões relacionadas com o perfil sócio-demográfico dos residentes, o nível de interacção com os visitantes, a percepção dos impactes e as atitudes face ao turismo. Os resultados que emergem desta investigação permitem observar que globalmente os residentes da Serra da Estrela consideram que o turismo tem mais impactes positivos para o destino do que negativos, nomeadamente em termos económicos e culturais. Observa-se, no entanto, que os residentes percepcionam já alguns impactes negativos do turismo, principalmente em termos sociais e ambientais, como por exemplo o efeito do turismo no nível de preços, na poluição e no aumento do tráfego rodoviário. No que diz respeita às suas atitudes face ao turismo, o estudo identificou que os residentes concordam fortemente com o desenvolvimento do turismo, pois a grande maioria dos inquiridos afirmou que apoia o desenvolvimento desta actividade. Os resultados obtidos neste estudo permitem, também, concluir que os principais factores que influenciam as percepções dos residentes dos impactes do turismo são: a dependência económica do residentes ou de familiares e amigos da actividade turística, as práticas turísticas do residentes e o grau de interacção que os residentes estabelecem com os visitantes. Por sua vez, observou-se, igualmente, uma associação positiva entre a percepção dos benefícios do turismo e as atitudes favoráveis dos residentes face ao desenvolvimento do turismo. Perante estes resultados observa-se que os residentes percepcionam que os benefícios líquidos (benefícios menos os custos) são elevados, no entanto é necessário dar especial atenção aos impactes negativos percepcionados, principalmente os ambientais, na medida em que o destino em análise está integrado num Parque Natural.

ABSTRACT: The aim of this dissertation is to evaluate the perceptions and attitudes of residents about the tourism development in the Serra da Estrela. To achieve this objective theoretical reflection, supported by a bibliographic research about the residents perceptions of tourism impacts and about residents’ attitudes toward tourism development were undertaken. Based on these theoretical reflections, a research model was built, with the intention to evaluate the factors that influence the perceptions and the attitudes of the residents towards tourism development. The evaluation of the proposed research model was possible through its application at a tourist destination in Portugal – the NUT III Serra da Estrela. In order to accomplish this objective, a resident survey was undertaken, between June and July of 2009, resulting in 196 residents having been interviewed. The questionnaire included questions related to the socio-demographic profile of the residents, as well as their interaction level with tourists, the perception of tourism impacts and their attitudes towards tourism development. The results of the current study allow observing that, globally, the residents of Serra da Estrela consider that tourism brings more positive than negative impacts, mainly in terms of economic and cultural impacts. However, the residents also notice negative impacts, mainly concerning social and environmental aspects, such as rising of prices, pollution and increased traffic on the roads. In relation to their attitudes, the study identified that the residents greatly agree with tourism development, since most of the residents support it. The obtained results permit, also, to conclude that the main factors influencing the perception of the residents towards tourism are: economical dependence of residents themselves or their families in respect to tourism activity, tourism practices of the residents and the interaction level that the residents establish with the visitors. A positive association between the perception of the benefits of tourism and the favorable attitudes of the residents towards the tourism activity was also observed. In face of these results, it can be observed that the residents notice that the liquid benefits (benefits minus costs) are high. However, there is the need of giving a special attention to the negative impacts noticed, mainly the environmental impacts, considering that this tourist destination is part of a Natural Park.
