A cooperação para o desenvolvimento : análise dos modelos português e irlandês

Abstract

O principal objectivo deste trabalho é o de analisar o modelo de cooperação português, que enfrenta três problemas relacionados com: a cultura administrativa, a qualidade e o volume de ajuda. Elementos que fazem parte da agenda de reforma que hoje se impõe às organizações responsáveis pela ajuda externa. Esta dissertação é composta por duas partes distintas: Na primeira parte, a componente teórica, analisa-se a evolução dos paradigmas da cooperação para o desenvolvimento até ao período actual o qual, ao nível das organizações oficiais de ajuda, se tem traduzido na exigência de reforma dos arranjos institucionais, dos programas e dos instrumentos existentes. Na segunda parte, a componente prática, analisa-se o modelo português em contraposição com o modelo irlandês, designadamente a sua estrutura organizacional, programas e instrumentos de ajuda, bem como os recursos financeiros destinados à ajuda pública ao desenvolvimento. Apesar de algumas limitações metodológicas, é legítimo afirmar-se que o modelo tradicional de cooperação português não satisfaz o novo paradigma no que respeita aos objectivos de eficácia e eficiência da ajuda. É ainda legítimo afirmar que a análise ao modelo de cooperação irlandês permitiu identificar áreas de melhoria na organização e gestão do modelo português.

The main purpose of this work is to analyse the portuguese co-operation model that faces three problems related with: the administrative culture, the quality and the volume of the portuguese aid. Elements that are part of the reform agenda that today are imposed to the organisations responsible for the external aid. Two different parts compose this dissertation: In the first part, the theoretical component, we analyse the evolution of the development co-operation paradigms until the actual one that at, the level of the aid organisations, imposes the reform of institutional arrangements, programs and instruments. In the second part, the practical component, the portuguese model is analysed in opposition with the irish one, namely its organisational structure, programmes and instruments, as well as the financial resources for official development assistance. In spite of minor methodological limitations, it is reasonable to affirm that the portuguese traditional co-operation system does not satisfy the new paradigm in what concerns the objectives of effectiveness and efficiency of aid. It is still legitimate to affirm that the analysis of the Irish co-operation allowed identifying improvement areas in the organisation and management of the portuguese model.
