Município, educação e ação social escolar: um contributo local para a democratização?

Abstract

Este trabalho pretende conhecer e analisar o papel do município, no que concerne à sua intervenção educativa no âmbito da ação social escolar de acordo com as competências atribuídas e pelo desempenho por iniciativa própria no sentido de proporcionar uma igualdade de oportunidades educacionais. No enquadramento teórico destaca-se a referência aos diversos programas interministeriais que foram implementados para combater o abandono e o insucesso escolar. Foram ainda abordados vários conceitos nomeadamente a descentralização, a territorialização, a desconcentração e a autonomia. Também é feita uma breve referência histórica da ação social escolar e ainda são mencionadas as competências educacionais do município.Com a atribuição de novas competências ao longo de várias décadas, o município tem assumido cada vez mais um papel preponderante junto da comunidade educativa e no apoio às famílias. Este estudo apoia-se numa investigação qualitativa, consistindo num estudo de caso com a realização de entrevistas semiestruturadas e também a análise de diversos documentos. Para a análise das entrevistas e dos documentos foi efetuada uma análise de conteúdo por categorias. Por fim, conclui-se que o município cumpre as competências atribuídas por lei no âmbito da ação social escolar, excedendo o que está determinado em um quilómetro no que concerne ao transporte escolar. Verificámos, assim, que este município centra-se na promoção do sucesso escolar educativo do concelho desenvolvendo condições de igualdade de oportunidades e equidade educativa. No entanto, a ação do município devia ser dotada de maior autonomia para o exercício da ação social escolar junto da população, pois a morosidade burocrática e os constrangimentos legais e de orçamento comprometem a real democratização do ensino. Por conseguinte, mostra-se premente uma maior descentralização de competências a nível local a fim de dar respostas imediatas às carências dos alunos e das famílias.

This work aims at understanding and analyzing the role of the municipality, in regard to their educational intervention within the scholar social action in accordance with their assigned responsibilities and performance on their own initiative to provide equal educational opportunities. Regarding the theoretical component, it highlights the reference to several interministerial programs that have been implemented to combat early school leaving and school failure. Moreover, a myriad of concepts including decentralization, territorialization, devolution and autonomy have been discussed. This thesis also includes a brief historical reference of scholar social action and it also mentions the educational skills of the municipality. Thereby, with the assignment of new skills over several decades, the municipality has increasingly assumed a leading role within the educational community and in family support. This study relies on a qualitative research, consisting in a case study by performing semi-structured interviews and also by analyzing several documents. For the analysis of the interviews and documents we performed a categorized content analysis. Finally, it is concluded that the municipality complies with the powers conferred by law regarding scholar social action, exceeding what is determined in a kilometer in what concerns to the school transport. So, we verified that this municipality focuses on promoting the educational success of the school council developing a basis of equality of opportunities and educational equity. However, the action of the municipality should be endowed of greater autonomy to exercise scholar social action among the population, because the bureaucratic delays and the legal and budget constraints compromise the real democratization of education. Therefore, a greater decentralization of powers to the local level urges in order to give immediate responses to the needs of students and families.
