Instrução de processo de licença ambiental no âmbito da Diretiva PCIP

Abstract

O presente trabalho realizou-se no âmbito do estágio curricular do mestrado em Engenharia do Ambiente, tendo este surgido devido a necessidade de instrução do processo de renovação da Licença Ambiental do organismo de acolhimento, Funfrap – Fundição Portuguesa, S.A. O pedido de licenciamento/renovação da Licença Ambiental é efetuado através da entrega do Formulário Prevenção e Controlo Integrado da Poluição, modelo de licenciamento que surgiu da implantação do regime jurídico de Prevenção e Controlo Integrado da Poluição em Portugal, inicialmente através do Decreto-Lei nº194/2000 de 21 de Agosto e revogado pelo Decreto-Lei nº173/2008 de 26 de Agosto. Recentemente este Decreto-Lei foi revogado pelo DL nº 127/2013 de 30 de Agosto. O objetivo deste trabalho passou pela análise da Licença Ambiental atual e do seu recente aditamento, legislação ligada à temática, análise dos BREF’s setorial e transversais à empresa, análise do processo e condições de operação, recolha de informação que posteriormente culminou com o preenchimento do Formulário PCIP. Este trabalho foca também o trabalho realizado na implementação de um vasto leque de metodologias adotadas pela empresa no quotidiano da mesma.

The present project was conducted within the scope of an academic internship, as part of the Master’s Degree in Environmental Engineering, and arose from the need, presented by the company providing the internship, Funfrap – Fundição Portuguesa S.A., of undertaking the preparatory proceedings for the renewal of its Environmental Permit. The request for the licensing / renewal of the Environmental Permit is conducted through the submission of the Integrated Pollution Prevention and Control Form, a licensing model that emerged from the implementation of a new legal framework aimed at the Integrated Pollution Prevention and Control of in Portugal, initially through the Decree-Law no. º 194/2000 of August 21, subsequently revoked by the Decree-Law no. º 173/2008 of August 26. Recently this decree-law was been revoked by Decree-Law no. º 127/2013 of August 30. The objectives of the present project include the analysis of the company’s present Environmental Permit and the recent addendum to it, laws pertaining to the topic, analyses of the setorial and transversal BREF’s that concern the company, process analysis and operational conditions, and information gathering, which at a later time was used to fill the PCIP Form. The present project also focuses on a vast array of methodologies adopted by the company in its daily operation.
