TY: THES T1 - Condicionantes ambientais no projecto de vias de comunicação A1 - Oliveira, Ana Elisa da Cunha Marques N2 - As infra-estruturas de transporte terrestre, particularmente as infra-estruturas rodoviárias são geralmente potenciadoras de impactes negativos no ambiente, que contribuem para a degradação da qualidade de vida do Homem. Tal facto é, em muitos casos, resultado da ausência de preocupações ambientais na fase de projecto. A adequada integração das condicionantes ambientais nas exigências construtivas dum projecto desta natureza, permite a obtenção de soluções ambientalmente mais sustentáveis. Este trabalho inicia-se com a apresentação resumida do quadro/enquadramento legislativo de Impacte Ambiental de Vias de Comunicação em Portugal. No seguimento, define-se a política preventiva de Avaliação de Impacte Ambiental que promove o desenvolvimento sustentável, e faz-se uma síntese das fases que integram essa avaliação. Atendendo ao facto dos principais impactes decorrentes do projecto de Vias de Comunicação reflectirem-se sobretudo nos solos e recursos hídricos, no ambiente acústico e na biodiversidade, essas matérias são alvo de tratamento detalhado, quer na perspectiva dos impactes quer na perspectiva das preocupações de projecto e dos elementos construtivos que a estrada deve conter para minimizar estes impactes negativos. No capítulo 4 descrevem-se as principais condicionantes ambientais que integram o projecto de drenagem, a necessidade de projecção da rede de drenagem na prevenção da poluição e da erosão hídrica. O capítulo 5 apresenta as condicionantes ao ruído rodoviário com base nos efeitos provocados no ambiente, sobretudo na população. Descrevem-se ainda práticas comuns, previstas no projecto, de atenuação do ruído. No capítulo 6 descrevem-se os principais impactes na biodiversidade (nomeadamente fauna e flora) decorrentes da construção de infra-estruturas rodoviárias. Apresentam-se medidas/condicionantes que devem integrar o projecto rodoviário. A necessidade de minimização dos impactes veio determinar a emergência de planeamento de medidas nas diferentes fases do projecto, permitindo uma oportuna posterior aplicação. No capítulo 7 é apresentado um resumo das condicionantes e medidas a considerar no projecto de vias de comunicação para os descritores susceptíveis a impactes ambientais. Faz-se uma síntese dos impactes e das medidas mais relevantes em cada fase do projecto e em cada uma das principais especialidades do projecto numa óptica mais restrita de Engenharia Civil. No capítulo 8 são apresentadas as conclusões gerais do presente trabalho, bem como perspectivas de futuras preocupações ambientais na fase de projecto. ABSTRACT: The infrastructures of land transportation, particularly the road infrastructures can generally thrust negative impacts in the environment, which contribute to the degradation of the Human life quality. Such a fact is, in many cases, a result of no environmental concerns in the project phase. A suitable integration of the environmental restrictions on the constructive demands in a project of this nature, allows getting solutions more environmental friendly and sustainable. This study begins with a condensed presentation of the legislative framing of Environmental Roads Impact of transportation infrastructures in Portugal. The preventive politics of Environmental Impact Assessment that promotes the sustainable development are then defined, and a synthesis of the phases that integrate this evaluation is shown. Due to the fact the principal impacts from the project of transport infrastructures are especially reflected in the grounds and hydric resources, in the acoustic environment and in the biodiversity, these matters undergo a detailed treatment, either in the perspective of the impacts, either in the perspective of the project preoccupations and of the constructive elements that the road must contain to minimize these negative impacts. In the chapter 4 the main environmental restrictions that integrate the drainage project, the need of drainage net projection in the prevention of the pollution and of the hydric erosion era described. In the chapter 5, the principal impacts in the biodiversity (namely wildlife and vegetation) resulting from the road infrastructures construction are described. Measures / restrictions that must integrate the road project are also presented. Chapter 6 presents the restrictions to the road noise considering the effects caused on the environment, especially regarding the population. Common practices of noise reduction, predicted in the project are also described. The need of impacts minimization came to determine the urgence of planning criteria in the different project phases, allowing a subsequent opportune application. In chapter 7, a summary of the restrictions and measures to be considered the project of transport infrastructures for the sensitive components the environmental impacts is introduced. Also, a condensation of the impacts and the most relevant measures for each project phase and in each one of the main specialties is done. Chapter 8 presents the general conclusions of the current study, as well perspectives of future environmental concerns in the project phase.
