Given the wide diversity of the world population, increasing mobility and increased contacts between people from different parts of the world, more than ever it is highlighted the importance of promoting an intercultural education (Council of Europe, 2008). The teaching of foreign languages at very young ages can constitute a space of linguistic and intercultural training that, at a time of great importance in terms of building foundations of personal and social education along with the development of communicative competence, promote the spirit of openness and acceptance of the Other by children and the ability to learn languages throughout live. Indeed, several studies (Dulay, Burt Krashen, 1982; Vigotsky, 1999) refer to contributions of learning foreign languages at pre-school age on the development of children, namely at phonological, cognitive and social levels. With this study we intend to contribute to the understanding of the dynamics related to the offer of foreign language learning, as well as seeking ways that promote an effective educational work concerning parents’ attitudes and interests about language education in one of the fundamental steps in child development: pre-school education. To this end, this research focuses on the representations of parents (guardians) on foreign language learning and, more specifically, about learning and the offer of foreign languages in pre-school education. We have chosen to analyze parents’ representations, since we believe they, as important partners in the educational process in pre-school, can have a significant role regarding to decision-making on the offer of foreign language learning in pre-school institutions. In this context, our research focuses on parents whose children attend pre-school private institutions in the city of Ovar. We follow a quantitative methodology, opting for the survey type, and the data were collected through a questionnaire applied to those parents in the school year of 2011/2012. The study results suggest that parents acknowledge the importance and the purposes of foreign languages learning for children development and are favorable for the initiation of their learning at pre-school level. However, they demonstrate little knowledge about the contributions of foreign language learning for the development of the child's native language. Furthermore, we noticed that the offer of foreign languages at pre-school institution tends to be only one foreign language and the involvement of parents in decisionmaking concerning the offer of foreign languages in preschool education institutions seems to be little. There is also evidence that the relationship and the mutual cooperation between family and preschool institutions don’t operate very effectively. From the obtained results, we believe that there are ways forward in order to promote more positive representations related to foreign language learning in pre-school, in the context of plurilingual and intercultural education from the earliest years. We believe we need to act together with the various educational actors, to sensitize and inform parents, educators and decisionmakers of the institutions to the important contribution of foreign languagenative language dynamic for the integral development of the child, particularly in raising awareness to linguistic and cultural diversity. In addition, we think it is relevant to not confine the offering possibilities of foreign languages, adapting this offer according to the characteristics, needs and interests of the educational context. Furthermore, we highlight the necessary relationship improvement between parents and institutions, through an essential raising of awareness among parents to the importance of their role and responsibilities in the construction, implementation and evaluation of educational project in Pre-school. As well raising awareness among professionals in pre-school institutions to the advantages of parents’ cooperation in the process, looking for a quality education concerned with the child development. We believe the creation of curricular guidelines for education in languages in pre-school, in a plurilingual and intercultural perspective will be an important step towards a more effective work within that framework.
