A política pública desportiva: a medida 1 na região centro

Abstract

O presente relatório de estágio, «A Política Pública Desportiva: a Medida 1 na Região Centro», pretende analisar/avaliar a medida desportiva durante o período legislativo de 2005-2009 e dar conta do seu impacto junto do associativismo desportivo, isto é, os clubes/associações desportivas apoiados financeiramente no âmbito desta mesma política. Tendo em consideração os objectivos essenciais deste trabalho, optou-se pela escolha do inquérito por questionário, de administração indirecta a partir de um objecto de estudo constituído por determinados clubes/associações. A selecção foi simples, pois apenas nos dirigimos aos clubes e associações que tinham sido apoiados. O estudo em causa contemplou 55 clubes, que representam 47,4 % do universo dos clubes (116) que se encontram na base de dados da Direcção Regional do Centro (DRC). Nas conclusões afirmamos que a Medida 1,cuja prioridade principal foi melhorar as condições de saúde e segurança, aumentando o acesso à prática desportiva, teve sucesso junto do movimento associativo. A Medida 1 gerou um impacto bastante significativo junto dos clubes/associações, uma vez que, como pudemos verificar através da sua análise e avaliação, os clubes e as associações desportivas passaram a ser dotados de infra-estruturas capazes de fomentar a prática do desporto com saúde e segurança. Por último, é de referir que, a não existência de contrariedades no que se refere ao impacto da política em causa, se deve ao facto de se tratar de uma medida recente, o que ajudará a explicar a ausência de referências que a contrariem.

This probation, called «Public Sports Politics: The Measure 1 in the Region Centre», aims to analyse/evaluate the sports measure during the legislative period from 2005 to 2009 as well as to show its impact upon sports associations which are financially supported within the scope of this same politics. Having in mind the main aims of this study, we have chosen the inquiry based on questions and indirect administration from a piece of study composed of some clubs/associations. The selection was simple since we only approached the clubs and associations which had been supported. This study is composed of 55 clubs and it shows 47,4% of the clubs universe (116), which can be found on the DRC`s data base. Thus, we can arrive to the conclusion that Measure 1, whose main priority was to increase the access to the sports practice, assuring the health and security basic conditions to those who practice sports, was proved to be a successful concerning the associations movement. Measure 1 gave rise to a quite significant impact concerning clubs/associations since, as we could notice through its analysis and evaluation, sports clubs and associations started to have infrastructures able to promote the healthy and secure sports practice. Finally, it`s important to say that there weren`t found any contradictions concerning the impacto f such politics. It is due to the fact that it is a very recent measure, which helps to explain the absence of references that contradict it.
