Abstract: | O presente trabalho tem como objectivo avaliar a qualidade do ar ambiente
na Região Autónoma da Madeira, recorrendo aos dados de monitorização
existentes e a técnicas de análise de dados. Foram analisados os níveis
dos diversos poluentes atmosféricos, PM10, PM2.5, SO2, NO2, CO e O3
durante o período de 2004 a 2009, em duas redes de monitorização da
qualidade do ar distintas, uma localizada na área urbana do Funchal, a
cargo da Direcção Regional do Ambiente e outra na zona industrial da Meia
Serra, sob responsabilidade de uma entidade privada. A metodologia
utilizada no diagnóstico da qualidade do ar compreendeu, a verificação do
cumprimento da legislação em vigor (Decreto-Lei n.º 102/2010).
Adicionalmente, efectuou-se o estudo do comportamento destes poluentes
no arquipélago da Madeira, mediante a avaliação dos seus perfis diários e a
análise de tendências ao logo do período de estudo.
O estudo permitiu concluir que a área mais preocupante em termos de
qualidade do ar e de exposição humana é a cidade do Funchal. Contudo,
não foi identificada nenhuma tendência relativa à evolução da qualidade do
ar na área de estudo. Os resultados apontam o ozono e as partículas como
os poluentes mais críticos do panorama regional, tendo-se registado, com
alguma frequência, excedências aos valores limite legislados ao logo dos
cinco anos de estudo, o que fez estes dois poluentes merecedores de uma
especial atenção. O estudo destes episódios, em particular de partículas,
em maior detalhe permitiu verificar que a qualidade do ar no arquipélago da
Madeira é fortemente influenciada por eventos de poluição de origem
natural, nomeadamente transporte de poeiras do deserto do Sahara.
Relativamente aos episódios de O3, verificaram-se terem origem
fundamentalmente em processos fotoquímicos e serem fortemente
influenciados pelas condições atmosféricas e de dispersão.
É neste contexto, que o trabalho aqui desenvolvido representa um
importante contributo para a definição e melhoramento das estratégias de
gestão da qualidade do ar na Região Autónoma da Madeira, na medida em
que identificam as fragilidades do actual sistema de gestão, permitindo que,
no futuro as mesmas possam ser superadas. The main objective of this study is to evaluate the air quality in the Região Autónoma da Madeira, using existing data and data analysis techniques. The levels of several air pollutants, PM10, PM2.5, SO2, NO2, CO and O3 were analyzed during the period from 2004 to 2009, in two different air quality monitoring networks, one situated in the urban area of Funchal, supervised by the Regional Department of Environment and another in the industrial zone of Meia Serra, belonging to a private entity. The methodology used in the diagnosis of the air quality has focused on the existing legislation (Decree-Law nr. 102/2010). Additionally, it was studied the behaviour of these pollutants in the Madeira archipelago, through the evaluation of their daily profiles and the analysis of their trends throughout the period of this study. The study concluded that the most concerned area in terms of air quality and human exposure is the city of Funchal. However, it was not possible to identify any tendency of evolution of the air quality in the studied areas. The results indicate ozone and particulate matter as the most critical pollutants in the region, with frequent exceedances to the limit values legislated, during the five years of this study, which made these pollutants deserving of special attention. The study of these episodes, as regards particulate matter in particular, has shown that the air quality in the Madeira archipelago is largely influenced by the air pollution of natural origin, mainly the transport of dust from the Sahara desert. The high levels of O3 have their origin mainly in photochemical processes and are strongly influenced by weather and dispersion conditions. In this context, the work developed represents an important contribution to the development and improvement of air quality management strategies in the Região Autónoma da Madeira, in the way that there were identified weaknesses of the current management system, which can be overcome in the near future. |
