Acompanhamento ambiental em obra : avaliação da utilidade/eficácia em Portugal

Abstract

Recentemente, as preocupações ambientais com os impactes da construção de infra-estruturas levam ao aparecimento de uma nova ferramenta para reduzir e mitigar estes impactes: O Acompanhamento Ambiental em Obra (AAO). Esta ferramenta advém de imposições feitas pelos documentos produzidos no contexto do instrumento de Avaliação de Impacte Ambiental (AIA), nomeadamente, o Estudo de Avaliação de Impacte Ambiental (EIA), a Declaração de Impacte Ambiental (DIA) ou o Relatório de Conformidade Ambiental do Projecto de Execução (RECAPE), podendo também ser implementado por iniciativa do Dono de Obra. Esta tese apresenta uma descrição e avaliação da utilidade e eficiência do AAO em Portugal. Para cumprir este objectivo, a tese é baseada num caso de estudo, construção de uma Linha de Muito Alta Tensão (Lares-Lavos), a análise de uma amostragem de relatórios de AAO realizados a nível nacional e um questionário enviado a várias pessoas responsáveis pela implementação do AAO. Os resultados mostram a eficácia da implementação do AAO na redução dos impactes ambientais das actividades de construção, apesar de se considerar a existência de um excesso de burocracia. O AAO melhora claramente o desempenho ambiental e a consciência ambiental de todos os intervenientes.

ABSTRACT: In the most recent times the environmental concerns with the edification of new infrastructures and its impact on the planet, lead to the search of new instruments to reduce and prevent the environmental changes those structures are responsable for. The Environmental Management of Construction ", (in Portuguese Acompanhamento Ambiental em Obra [AAO]) surges from impositions made by documents produced in the context of the instrument of Environmental Impact Assessment, namely the Environmental Impact Assessment Report, the Declaration of Environmental Impact or the Report of Environmental Conformity during the Execution of the Project. It can also be implemented by the free initiative of the builders. This thesis presents a brief description and evaluation of the utility and efficiency of AAO in Portugal. To fulfil this objective, this thesis is based on a case study, namely the construction of a Very High Tension Power Line between the Towns of Lares and Lavos in Portugal, on the analysis of a sampling of AAO reports performed at a national level, and a questionnaire sent to several persons involved in the implementation of the AAO process. The results show the effectiveness of AAO implementation and its part on the reduction of the environmental impacts of construction activities, despite some considerations regarding the existence of an excess of bureaucracy. Never the less the AAO clearly improves the environmental performance and the environmental awareness of all the intervinients in these kind of projects.
