Abstract: O presente trabalho aborda o processo de percepção social do risco de acidente industrial grave envolvendo substâncias perigosas. Nesse sentido é efectuada uma revisão bibliográfica onde os riscos naturais e tecnológicos são analisados enquanto factores de preocupação social, facto que exige a existência de processos de comunicação do risco suportados na avaliação da sua percepção social. Posteriormente são identificados os riscos associados à indústria química, tendo-se recorrido à descrição de alguns acidentes de referência mundial que promoveram o aparecimento de legislação reguladora das condições de segurança em que se desenvolve este tipo de actividade industrial. As comunidades próximas do Complexo Químico de Estarreja foram seleccionadas como casos de estudo, devido às características do Complexo em si mesmo, assim como devido à longa relação de convivência entre os habitantes daquelas comunidades e a indústria química. No sentido de analisar as percepções sociais face à indústria química, face ao risco de ocorrência de um acidente industrial grave e ainda face aos mecanismos e procedimentos de segurança, foi aplicado um inquérito por questionário a uma amostra da população. Uma das principais conclusões da tese reside no facto da maioria da população inquirida estar consciente do risco, aceitando-o porque considera ser compensada pelos benefícios sociais e económicos associados ao Complexo Químico. Por outro lado, a evidência empírica demonstra igualmente o desconhecimento da população relativamente aos procedimentos a adoptar em caso de acidente no Complexo Químico, o que chama a atenção para a necessidade de serem tomadas medidas por parte das empresas e da protecção civil nesta matéria. ABSTRACT: This research deals with the social perceptions about the risk associated with major industrial accidents, involving dangerous substances. In order to assess this subject we conducted a literature review focusing on natural and technological risks and its importance as aspects of social concern, as well as on the importance of risk communication processes based on the evaluation of social perceptions. We also identified the major risks associated with chemical industries taking into account some major international accidents which have contributed to and promoted the emergence of relevant legislation concerning the security conditions of the activities of chemical industries. The communities close to the Chemical Complex of Estarreja, were selected as case studies, due to the characteristics of the Complex itself, as well as due to the long-term relationship between the inhabitants of those communities and the chemical industry. In order to assess the social perceptions towards the chemical industry, towards the risk of occurrence of a major industrial accident in the area, as well as towards the security procedures and mechanisms, a questionnaire was applied to a sample of the population. One of the main findings of this research work is that the majority of the people inquired is aware of the risk, coping with it because of the social and economic benefits related to the presence of the Chemical Complex of Estarreja in the area. Moreover, the empirical evidence demonstrates the existence of a lack of information and knowledge concerning the procedures to adopt in the event of a major industrial accident within the Chemical Complex. This situation calls our attention to the necessity of civil protection bodies and enterprises to implement measures in order to inform local population on this matter.
