A gestão como factor de sucesso escolar

Abstract

A escola, como instituição, configura-se numa dada organização, através da qual se procura produzir um determinado serviço de educação, ensino ou formação. Consequentemente, nela se compreendem formas de gestão visando o cumprimento da sua missão, assegurando a realização dos processos que conduzam à produção do seu serviço. Qualquer que seja a forma em que se consubstancie a instituição escola(r), será de esperar que, entre os actos de gestão e o serviço finalmente realizado, se estabeleçam ligações que traduzam inequivocamente uma gestão intencional. O presente trabalho investiga essas ligações: as relações entre o sucesso educativo e a acção de gestão que lhe é associável, num contexto de uma dada capacidade de auto-regulação da escola. O contexto é o quadro de gestão estabelecido pelo Decreto Lei n.º 115-A/98 de 4 de Maio, que institui o regime de autonomia, administração e gestão da educação pré-escolar e dos ensinos básicos e secundário. Adoptou-se uma metodologia de natureza qualitativa. É através das percepções dos diferentes actores da escola que se procura especificar as relações que nela se estabelecem, entre o serviço que produz e a sua gestão. A investigação é desenvolvida através de um estudo de caso centrado numa escola do 2.º e 3.º ciclos. No capítulo sobre a metodologia, dá-se conta que esta estratégia não se prende com uma noção de particularidade da escola. Admite-se, como se argumenta na Introdução, que este estudo se poderia realizar sem prejuízo do objecto de investigação, numa outra escola, podendo mesmo, por razões de modelo de funcionamento e culturas profissionais, produzir resultados da mesma natureza. Não se trata da avaliação da escola. É sobre o que esta faz para que o sucesso educativo seja consecução esperada dos seus programas de trabalho, sobre o que se regula de facto, que se investiga.

As an institution, the school entails a type of organization that allows it to produce a specific type of educational service e.g. learning, teaching. Consequently, it can provide a form of management that leads to the fulfillment of its mission and secures the processes that assure its services. Therefore, whatever form of management is chosen by the academic institution it is predictable that a connection should be found between the act of management, necessary to secure the processes that insure the services pledged by the school, and, the provided service itself. It is this connection that will then unequivocally determine a specific form of management. This dissertation proposes to analyze this connection - between educational success and associated management action - from the viewpoint of the regulatory autonomy granted to schools by the Decree-law nº 115-A/98 of the fourth of May. The focus of this dissertation is not an evaluation of the school. Instead it is concerned with the specific actions carried out by the school to insure that educational success is the result of its working program. The working method adopted to pursue this query is qualitative in nature. Through the perceptions of the different actors in the school, an attempt will be made to identify the relation established between the service provided, by the institution, and its management. The investigation will be accomplished through a case study carried out in a second and third cycle school. It will also be concluded that the results obtained in this manner are not connected to any particular circumstances pertaining to the aforementioned school and, that, should the same method of investigation be adopted in a different school, results of the same nature would be produced for reasons that relate to the functional model and professional culture.
