Resumo: | Vários estudos internacionais descrevem casos de Universidades que
rentabilizam os seus recursos para fins turísticos e de lazer. Como resposta
aos cortes no financiamento estatal, Universidades em Inglaterra (Connell,
1996, 2000), no Canadá (Kalinowski, 1992), na Escócia (Swarbrooke e Horner,
2002), nos E.U.A. (Heerwagen, 2003) organizam e permitem que instituições
externas organizem eventos educacionais, científicos, culturais e sociais, nos
quais turistas e excursionistas despendem tempo e dinheiro.
Com base nas reflexões teóricas que reconheceram a inexistência de estudos
sobre este fenómeno em Portugal, foi construída a seguinte pergunta de
partida: «Qual a opinião dos gestores das Universidades portuguesas sobre a
rentabilização de recursos das Universidades para fins turísticos?». Os
objectivos propostos pressupunham: I) caracterizar a rentabilização de
recursos das Universidades para fins turísticos; II) enunciar as razões que
levaram as Universidades a rentabilizar os seus recursos para fins turísticos;
III) identificar os recursos das Universidades portuguesas susceptíveis de ser
rentabilizados para fins turísticos; IV) identificar as estratégias de gestão
concebidas para a rentabilização de recursos das Universidades portuguesas
para fins turísticos. Para a prossecução dos objectivos foi delineado um estudo
exploratório e predominantemente qualitativo. Os participantes do estudo são
os gestores das três Universidades públicas da Região Centro, seleccionados
de forma intencional, tendo em conta o facto de serem os responsáveis
máximos, ou por estes recomendados, de entre os quatro principais órgãos de
gestão das Universidades portuguesas: Reitoria, Administração, Serviços de
Acção Social e Gabinete de Relações Públicas. Como instrumento de recolha
de dados recorreu-se a uma entrevista semi-estruturada constituída por quatro
questões. Numa óptica compreensiva, os resultados obtidos foram de grande
relevância, principalmente para os próprios participantes que tomaram
consciência do fenómeno. A rentabilização de recursos das Universidades
para fins turísticos é por eles perspectivada como uma ferramenta económica
mas também social, que auxilia o desenvolvimento da missão da Universidade.
As vantagens e os limites deste fenómeno devem ser preferencialmente
discutidos no âmbito de parcerias com entidades locais e nacionais e de
consórcios com outras Universidades. Several international studies describe cases of Universities that exploit their resources for tourism and leisure. As an answer to the cuts in the State funding, Universities in England (Connell, 1996, 2000), Canada (Kalinowski, 1992), Scotland (Swarbrooke and Horner, 2002) U.S.A. (Heerwagen, 2003), organize and allow that external institutions organize educational, scientific, cultural and social events, in which tourists and excursionists expend time and money. Based on the theoretical reflections that recognized the inexistence of studies about this phenomena in Portugal, it was built the following departure question: «What is the opinion of Portuguese Universities’ managers about the exploitation of resources of the Universities for tourism?» The proposed objectives presupposed to: I) characterize the exploitation of resources of the Universities for tourism; II) enunciate the reasons that took the Universities to exploit their resources for tourism; III) identify the resources of the Portuguese Universities susceptible of being exploited for tourism; IV) identify the strategies of management conceived to the exploitation of resources of the Portuguese Universities for tourism. To the prosecution of the objectives it was developed an explanatory and mostly qualitative study. The participants in the study are the managers of the three public Universities of the Center of Portugal, selected intentionally, since they are the main responsibles or the ones by this recommended, of the four main management structures of the Portuguese Universities: Rector’s Office, Administration, Social Services and Public Relations Office. As instrument of data collection it was used a semi-structured interview, constituted by four questions. In a comprehensive optic, the obtained results were relevant especially to the participants themselves that took consciousness of the phenomena. The exploitation of resources of the Universities for tourism is seen as an economical and also social tool that helps the development of the mission of the University. The advantages and limits of this phenomenon should be mainly discussed in the context of partnerships with local and national entities and consortia with other Universities. |
