Contributos para uma gestão melhorada dos portos nacionais

Abstract

Pretendemos, com este trabalho, ir ao encontro de uma série de anseios e preocupações da parte de responsáveis sectoriais, bem como a nível pessoal, relativas ao “status quo” vigente neste importante e estratégico sector da nossa economia. Esta dissertação centra-se em algumas questões fundamentais, como a da sustentabilidade do crescimento do Sector Portuário Nacional e sua envolvente, a adequação ou não da actual orgânica desse mesmo sistema, face às necessidades de uma actividade que se insere claramente na economia numa perpectiva global, e a pertinência de alguns problemas complexos do sector, cuja resolução tem sido desde há longo tempo almejada pelas Comunidades Portuárias. Com o propósito de obter uma compreensão mais completa da situação do sector, bem como de conseguir a maior abrangência possível dos seus problemas, tanto no passado como no presente, auscultámos os responsáveis de algumas autoridades e agentes económicos ligados ao sector, através da realização de um inquérito e entrevistas, procurando, dentro das possibilidades, obter um leque, o mais diversificado possível, dos vários intervenientes no negócio portuário, tendo-se deste modo obtido, um significativo conjunto de contributos, extremamente interessantes e produtivos. Procurámos verter neste trabalho, em especial no seu enquadramento teórico, algumas questões de grande actualidade e indissociáveis da temática tratada, como as políticas de transporte europeias e nacionais, o transporte marítimo de curta distância, a intermodalidade ou as Auto-Estradas Marítimas, com especial destaque para a Logística, as quais se têm vindo a revelar de crescente importância para a desejável evolução do sector. Nesse sentido apresentamos no final desta dissertação, um conjunto de propostas de melhoramento para a gestão do Sector Portuário Nacional, com base numa análise do mesmo, dos seus problemas, do seu quadro legislativo e sua evolução e na análise de outros sistemas portuários, com especial incidência nos nossos parceiros comunitários. Nas referidas propostas, tentámos igualmente reflectir o produto de alguma reflexão pessoal sobre esta temática, fruto não só da experiência acumulada ao longo de alguns anos de carreira no sector dos transportes marítimos, bem como da mais recente experiência profissional no sector portuário. Gostaríamos ainda de citar o importante contributo proporcionado pelas matérias abordadas durante o ano curricular deste Mestrado. Finalizámos o trabalho, extraindo algumas conclusões importantes em resultado do que nele foi desenvolvido, efectuando ainda algumas sugestões para o desenvolvimento de futuras dissertações, com base em temas cuja complexidade e actualidade merecem, na nossa perspectiva, uma abordagem mais apropriada e aprofundada.

We intended, with this work, to meet a number of anxieties and concerns, coming from the sector’s head responsibles, as well as at a personal level, related with the present “status quo” in this important and strategic sector of our economy. This dissertation is focused in a few fundamental subjects, as the growth sustainability of the National Port Sector and its enveloping activities, the suitability of the system’s present organics, in view of the necessities of this activity, which is clearly inserted in the economy in a global perspective, and the pertinence of a few complex problems of the sector, which resolution has been long awaited for by the Port Communities. With the purpose of obtaining a more complete understanding of the sector’s situation, as well as to achieve the widest picture possible of its problems, in the past and presently, we sounded the head responsibles of a few authorities and economical agents related to the sector, by the performing of an inquiry and interviews, seeking, whenever possible, to obtain the widest possible set of players in the port business; in this way, we achieved a significant group of contributions, extremely interesting and productive. We tried to pour in this work, specially in its theoretical framing, a few very upto- date themes, that we also consider very intimately connected to the main subject, like the european and national transport politics, short sea shipping, intermodality or the Sea Highways, with special attention to the Logistics, which have revealed itself of growing importance to the desirable evolution of the sector. In this sense, we present in the end of this dissertation, a number of proposals for the improvement of the National Port Sector’s management, based on its analysis, on the analysis of its problems, its legal framing and respective evolution, and the analysis of other port systems, with special focus on our european partnerships. In the above referred proposals, we also tried to reflect the result of some personal thoughtfulness about this subject, derived not only from the accumulated experience over of the years in a career spent in the maritime transport sector, as well as from our more recent professional experience in the port sector. We would like to mention the important contribution provided by the subjects approached during the curricular year of this MSc course. We finished this work, extracting a few important conclusions in result of the developed themes, and accomplishing a few suggestions for the development of future dissertations, based in subjects that, by its complexity and actualness, deserve, in our perspective, a deeper and more appropriate approach.
