Boa governança e sistemas de informação na gestão de espaços verdes

Abstract

O presente trabalho propõe-se a abordar uma nova forma de gerir os espaços verdes do concelho de Coimbra, através da criação de um portal electrónico em que seja possível ao cidadão, visualizar a informação relativas aos diversos espaços verdes, saber qual o que mais se adequa ao seu perfil e efectuar uma monitorização desses espaço com base em indicadores visuais. Para o alcance dos objectivos propostos foram efectuados levantamentos relativamente às características de cada um dos vinte e três espaços verdes do concelho de Coimbra de modo a que seja possível conhecer estes espaço e criar um envolvimento do público com os processos de gestão destas áreas.

This work presents a new approach it to the management of the green spaces in the municipality of Coimbra through the creation of an electronic portalwhere it is possible to the citizen, to visualize the information aboutthe green spaces, to learn which one is more adjusted to his/her profile or needs. The portal is thought to serve as a monitoring tool, which will be used by usersbased on visual indicators. A survey was made of the characteristics of each one of the twenty three green spaces located in the Municipality of Coimbra, to know the characteristics of this spaces and consequently to reveal its values inway to improve the portal interface with the public. The thesis presents 23 green spaces located at Coimbra Municipality, describingtheir biodiversity and functions. The 23 areas have very different characteristicsin what concerns ownership, management practices, legal status, area, age andfunctions. It shows the evolution of green spaces within the city throughout thetime to answer to the inhabitants needs. An inquire was made to rank the green spaces according with four main criteria(Biodiversity, fuctionality [including leisure and recriation and safety], environmental services and green spaces management) and 21 indicators, that served to pinpoint the characteristics and problems of each area, and as thebasis to develop the portal interface with the citizens.
