The role of organisational networks in sustainable tourism planning at the subregional level

Abstract

This thesis, supported by an extensive literature review, aims to understand the role of organisational networks in sustainable tourism planning at the subregional level, focusing on the Alto Minho subregion. The study integrates concepts from tourism planning, organisational networks, governance, subregional level, and sustainability, offering a multidisciplinary perspective that enhances the analysis of the role of organisational networks in developing sustainable tourism destinations. The central objective is understanding how network theory can explain how the subregional level plans and develops tourism destinations sustainably. The research analyses the role of organisational networks in sustainable tourism planning, evaluates the collaboration of subregional actors within partnerships and networks, and examines how this cooperation influences sustainability planning. To this end, the study provides an empirical analysis of how the subregional level organises itself, using networks to plan sustainable tourism effectively. The research also examines the adoption of the Sustainable Development Goals (SDGs) by subregional organisations, highlighting the importance of cooperative networks for sustainable tourism development and the adoption of sustainable practices. The methodology adopted in this study is mixed-methods, integrating both qualitative and quantitative approaches. Through questionnaire surveys, organisations' perceptions of sustainable tourism planning and the establishment of networks were analysed. Open-ended questions were examined using content analysis, while closed-ended questions were processed through statistical analysis in Excel. Social network analysis (sociometry) was applied to investigate organisational interactions and planning processes. Non-participant observation was also carried out in the context of the Alto Minho case study. The findings indicate that, despite a general willingness to collaborate and adopt the SDGs, the practical implementation of these partnerships faces challenges such as inadequate infrastructure and lack of coordination. However, subregional organisational networks are fundamental in sustainable tourism planning, as they provide the structure and connections needed to coordinate efforts and promote sustainable practices within the subregion. This study not only deepens the understanding of the role of these networks in the sustainable development of tourism destinations but also offers recommendations for more effective sustainable tourism planning at the subregional level. Furthermore, the conclusions provide a solid foundation for future research, highlighting the importance of subregional cooperation and the effective implementation of the SDGs in subregional contexts, particularly in tourism destinations.

Esta tese, sustentada por uma exaustiva revisão de literatura, visa compreender o papel das redes de organizações no planeamento turístico sustentável ao nível sub-regional, com enfoque no Alto Minho. O estudo integra conceitos de planeamento turístico, redes organizacionais, governança, nível sub-regional e sustentabilidade, oferecendo uma perspetiva multidisciplinar que enriquece a análise do papel das redes de organizações no desenvolvimento de destinos turísticos sustentáveis. O objetivo central é compreender de que forma a teoria das redes pode explicar como o nível sub-regional planeia e desenvolve destinos turísticos de forma sustentável. A investigação analisa o papel das redes de organizações no planeamento sustentável do turismo, avalia a colaboração dos atores sub regionais em parcerias e redes, e investiga como essa cooperação influencia o planeamento para a sustentabilidade. Para tal, o estudo oferece uma análise empírica de como o nível sub-regional se organiza, recorrendo às redes para planear eficazmente o turismo sustentável. A investigação examina ainda a adoção dos Objetivos de Desenvolvimento Sustentável (ODS) pelas organizações sub-regionais, destacando a importância das redes de cooperação para o desenvolvimento sustentável do turismo e a adoção de práticas sustentáveis. A metodologia adotada neste estudo é mista, integrando métodos qualitativos e quantitativos. Através de inquéritos por questionário, analisou-se a perceção das organizações sobre o planeamento turístico sustentável e o estabelecimento de redes. As questões abertas foram analisadas com recurso à análise de conteúdo, enquanto as questões fechadas foram tratadas com análise estatística em Excel. A análise de redes sociais (sociometria) foi utilizada para examinar as interações entre as organizações e os processos de planeamento. Foi também realizada observação não participante no contexto do estudo de caso do Alto Minho. Os resultados indicam que, apesar de uma vontade generalizada de colaboração e adoção dos ODS, a implementação prática dessas parcerias enfrenta desafios, como infraestruturas inadequadas e falta de coordenação. No entanto, as redes de organizações sub-regionais revelam-se fundamentais no planeamento turístico sustentável, ao fornecerem a estrutura e as ligações necessárias para coordenar esforços e promover práticas sustentáveis na sub região. Este estudo não só aprofunda a compreensão do papel dessas redes no desenvolvimento sustentável dos destinos turísticos, como também avança com recomendações para um planeamento turístico sustentável mais eficaz a nível sub-regional. As conclusões estabelecem uma base sólida para investigações futuras, sublinhando a importância da cooperação sub-regional e da implementação efetiva dos ODS em contextos sub-regionais, particularmente, em destinos turísticos.
