Abstract: | Nascido de uma forma difusa, com o objectivo de criar alternativas a um
modelo turístico em crise (baseado nos recursos do litoral), o Turismo Rural
tem vindo a ser incentivado ao longo da última década e meia como um
instrumento privilegiado das políticas de desenvolvimento rural no contexto da
União Europeia.
Apesar da evolução positiva da oferta e de uma procura crescente, nem todos
os territórios rurais têm conseguido criar ambientes inovadores em torno do
Turismo Rural, indispensáveis à competitividade e consolidação desta
actividade. De facto, uma série de características inerentes às empresas que
fornecem o produto turístico, aos territórios onde se desenvolve e à própria
natureza da actividade, imprimem debilidades a uma actividade económica
que está sujeita aos condicionalismos de um mercado global, competitivo e
sofisticado.
Este trabalho tem como objectivo analisar o potencial de uma rede de gestão
do Turismo Rural para a inovação e competitividade da actividade. Com este
propósito, analisamos as oportunidades com que se deparam os territórios
rurais, o papel do turismo no desenvolvimento rural e, a importância das redes
de gestão do Turismo Rural enquanto estratégia para responder às actuais
exigências do mercado.
Neste trabalho pretendemos conciliar o conceito de Rede, crescentemente
utilizado no âmbito organizacional, com a metodologia própria da Análise de
Redes Sociais, aplicando esta abordagem ao estudo empírico da gestão do
Turismo Rural no Valle del Jerte (Estremadura espanhola). Emerging from a diffuse way and having as the main objective the formation of alternatives to a tourist model in crisis (based in the resources of the coast), Rural Tourism has been stimulated during the last fifteen years as a privileged tool of the rural development policies at the context of the European Union. Despite the positive evolution of the supply and the significant increase of the demand, not all the rural territories have achieved success in the development of innovative environments around the tourism, what is indispensable to the consolidation, competitiveness and sustainability of this activity. Moreover, a set of inherent factors (associated with the companies that offer the product, with the territories where it is developed and with the nature of this activity) give weaknesses to this economical activity that is influenced by determinants of the global, competitive and sophisticated market. This work has as main goal the analysis of the potential of the Rural Tourism network management for the competitiveness and innovation of this activity. In this direction, we analyzed the opportunities that rural territories could face, the role of the tourism while a mechanism of rural development and the importance of the network management of the Rural Tourism as a strategy to answer to the requirements of the market. In this work, it was intended to conciliate the concept of network, increasingly used in the organizational context, with the appropriate methodology of the Social Network Analysis, applying this approach to the Rural Tourism management in Valle del Jerte (Extremadura - Spain). |
