Verificação da segurança contra incêndio num edifício escolar

Abstract

A implementação do actual quadro legislativo relativo à segurança contra incêndio em edifícios, acarreta um conjunto de exigências a serem aplicadas nas novas construções e nas obras de reabilitação, algumas das quais vão implicar agravamento de custos. Perspectivam-se ainda dificuldades no cumprimento de algumas dessas exigências nas operações de reabilitação de edifícios. No caso das edificações já existentes não sujeitas a reabilitação, é imposta a aplicação segundo o novo regime, das medidas de auto-protecção. Torna-se assim importante, verificar se os edifícios existentes cumprem com as exigências actuais de protecção contra incêndios, especialmente os edifícios com uma ocupação elevada, tais como os escolares. A presente tese de mestrado, tem como objectivo principal analisar a aplicação do actual quadro legislativo de segurança contra incêndios em edifícios, a um edifício de ensino superior, tendo-se como objecto de estudo o edifício do Departamento de Engenharia Civil da Universidade de Aveiro. Para se atingir este objectivo, efectuou-se uma análise comparativa entre o cumprimento da anterior legislação e a actualmente em vigor, e procedeu-se à aplicação do Regulamento Técnico de Segurança contra Incêndios ao edifício caso de estudo. Identificaram-se as medidas passivas e activas existentes, de protecção contra incêndio, e as medidas a implementar ao abrigo do novo quadro legislativo.

The implementation of the current legislative framework concerning fire safety in buildings carries a set of requirements to be applied in new construction and rehabilitation works, some of which will involve costs. It seems that some of these requirements will be difficult to be implemented specially in buildings rehabilitation. To existing buildings not subject to rehabilitation, are imposed measures of self-protection according to the new regime. So, it is important to verify if the existing buildings comply with the actual requirements for fire protection, especially those buildings with a high occupation, such as the scholar ones. The aim of this thesis is to verify the accomplishment of the current legislative framework of fire safety in buildings, in a building of higher education. The object of the case study was the Civil Engineering Department of the University of Aveiro. To achieve this objective, a comparative analysis was done between the fulfillment of this building to the previous legislation and to the actual one. It was also made the application of the Technical Regulation of Fire Safety in Buildings in the case study. To this building were identified the existing active and passive measures of fire protection, and were pointed the measures to be implemented under the new legislative framework.
