dc.description.abstractA telemedicina é cada vez mais um recurso utilizado na medicina contemporânea como forma de encurtar distâncias entre os profissionais de saúde e o paciente, por vezes deslocados geograficamente. A implementação desta tecnologia tem sido abordada em diversos países, dado o seu potencial em oferecer cuidados de saúde num curto espaço de tempo e com custos/recursos reduzidos. Esta forma de atuação tornou-se peça chave com o surgimento da pandemia COVID-19, dado que a mesma provocou restruturações alargadas nos cuidados de saúde, obrigando os diversos intervenientes a atuar de forma rápida e eficaz. Neste seguimento, e dadas as restrições impostas, que condicionaram a ida aos serviços de saúde, a telemedicina tornou-se uma ferramenta crucial no apoio ao utente. Nesta linha de pensamento, este estudo tem como objetivo principal perceber o impacto da telemedicina, nomeadamente a teleconsulta, durante a pandemia COVID-19, no Centro Hospitalar do Baixo Vouga (CHBV), enquanto estudo de caso. Do mesmo modo, procura-se aferir os constrangimentos e os ganhos em saúde por parte dos decisores hospitalares, no que respeita a estas novas formas de intervenção em período pandémico. O estudo realizado é de natureza mista, alicerçada numa análise da bibliografia existente, contemplando uma vertente empírica dividida em duas partes. Na primeira parte, foi efetuado um estudo com os profissionais de saúde do hospital, através da aplicação de um inquérito por questionário, no sentido de averiguar a sua perceção sobre a telemedicina, no geral, e as teleconsultas, em particular, bem como a utilização no período pré pandémico e pandémico. Numa segunda parte, foi desenvolvido um estudo de caso, através da realização de entrevistas semiestruturadas a dois atores-chave no CHBV, com o intuito de perceber a evolução da telemedicina como ferramenta aos cuidados prestados, as respetivas aprendizagens e medidas de implementação futura. Observa-se que existe, ainda, um longo caminho a percorrer no que diz respeito à utilização da telemedicina, e ao processo em que a mesma é utilizada, sobretudo dada a burocratização protocolar para a sua implementação e vicissitudes na relação paciente-profissional de saúde. No entanto, estas ferramentas são eficientes e cada vez mais necessárias, com benefícios e ganhos em saúde, algo que se exponencia aquando de fenómenos transcendentes.pt_PT
dc.description.abstractTelemedicine is an increasing resource used in contemporary medicine as a way of shortening distances between health professionals and patients, who are sometimes geographically displaced. The implementation of this technology has been discussed in several countries, concerning its potential/capacity in offering health care in a short time and at reduced costs and resources. This way of acting became a key element with the emergence of the COVID-19 pandemic, since it caused extensive restructuring in health care, forcing the various stakeholders/professionals to act quickly and effectively. In this follow- up, and according to the restrictions imposed, which conditioned the displacement to health services, telemedicine has become a crucial tool in supporting the users/patients. In this line of thought, the aim of this study is to understand the impact of telemedicine, namely teleconsultation, during the COVID-19 pandemic, at Centro Hospitalar do Baixo Vouga (CHBV), as a case of study. Likewise, it seeks to assess the constraints and health gains by the hospital managers, in what concerns these new forms of intervention in a pandemic period. This study carried out is of a mixed nature, based on an analysis of the existing bibliography, contemplating an empirical aspect divided into two parts. In the first part, a study was carried out with the hospital's health professionals, through the application of a questionnaire survey, in order to ascertain their perception of telemedicine, in general, and teleconsultations, in particular, as well as the use of telemedicine in the pre-pandemic and pandemic period. In the second part, a study of a case was developed, through semi-structured interviews with two key actors in the CHBV, in order to understand not only the evolution of telemedicine as a tool for the care provided but also the respective and specific learning and, of course, the future implementing measures. It is noticed that there is still a long way to go regarding the use of telemedicine, and the process in which it is used, especially concerning the bureaucratization of this protocol mainly for its implementation and vicissitudes in the relationship between the patient and the healthcare professional. However, these tools are efficient, useful and increasingly necessary, as they bring gains in terms of health benefits, efficiency, transparency and savings, something that is exponential in the event of transcendent phenomena.pt_PT
