Abstract: | O presente estudo tem por objectivo averiguar o impacto da Directiva
2006/43/CE nos Sistemas de Informação Organizacionais em
Portugal. O estudo empírico realizado incidiu sobre as entidades de
interesse público com valores cotados na Euronext Lisboa devido à
sua importância. Para tal, elaborou-se um inquérito dirigido aos
directores de informática das referidas entidades, obtiveram-se 27
respostas de um universo de 50 entidades, com valores cotados na
Euronext Lisboa, a actuarem no mercado português durante o ano de
2009.
Os dados recolhidos permitiram concluir que a implementação da
Directiva 2006/43/CE teve impacto sobre os Sistemas de Informação
das citadas entidades, pois, a maioria dos respondentes 71,5% (n=15)
considerou que houve impacto da referida directiva nos seus Sistemas
de Informação, considerando este impacto positivo. Os resultados
indiciam ainda que a implementação da Directiva em causa foi feita
com recurso a “outsourcing”, sendo que a maioria das entidades
53,8% (n=14) considerou que a implementação da mesma tornou os
seus Sistemas de Informação mais fiáveis. Como qualquer outro
documento normativo, a implementação de uma directiva nas
organizações implica custos, para que sejam feitas as necessárias
adaptações. Neste caso, a maioria das entidades 66,7% (n=10)
avaliou de forma positiva os custos associados à implementação da
Directiva 2006/43/CE, o que indicia que as mesmas consideram este
custo razoável, tendo em conta o retorno que podem advir da
implementação da mesma. This study aims to assess the impact of Directive 2006/43/CE in the Organizational Information Systems in Portugal. The empirical study was focused on public interest entities listed on Euronext Lisbon, due to its importance. In order to achieve that purpose, we elaborated a survey directed towards the computing managers of the above mentioned entities, and obtained 27 responses in a global universe of 50 entities with securities listed on Euronext Lisbon and operating in the Portuguese market during 2009. The collected data evidenced that the implementation of Directive 2006/43/CE had an impact upon the Information Systems of the aforementioned entities, as the majority of the respondents – 71,5% (n=15) considered the impact of the Directive in their Information Systems as positive. The results also indicate that the implementation of this specific Directive was accomplished together with „outsourcing‟ measures, having the majority of the entities – 53,8% (n=14) considered that the implementation enhanced their Information Systems‟ reliability. Similarly to what happens to other standards, the implementation of a Directive in the organizations demands costs in order to undertake the necessary adaptations. In this case, most of the entities – 66,7% (n=10) – assessed positively the costs associated to the implementation of the Directive 2006/43/CE, which indicates that the costs involved are considered reasonable, taking into account the return that may arise from the implementation of the Directive. |
