Ciência de dados e o conhecimento dos hinterlands

Abstract

O presente trabalho propõe-se, aprofundar o conhecimento da evolução do conceito de hinterland ao longo do tempo e, com a ajuda da ciência de dados, conhecer aspetos fundamentais do hinterland dos portos comerciais marítimos de Portugal continental, que permita uma melhor tomada de decisão no âmbito das políticas públicas de desenvolvimento regional, no âmbito dos agentes económicos e no âmbito das administrações portuárias, em Portugal. Após uma profunda revisão da literatura sobre o conceito de hinterland, que revelou que a visão contemporânea de um hinterland vai muito para além dos fluxos de transporte numa área geográfica variável e descontínua, ao considerar aspetos como o hinterland resultar de uma escolha de quem tem o poder de decidir sobre por que porto vai passar determinada carga e faz essa escolha baseada em fatores objetivos (distância, tempo, custo) e fatores subjetivos (perceções sobre probabilidade de produtos danificados, perceções sobre probabilidades de greve no porto, perceções sobre a importância do hinterland para o desenvolvimento da região), com a ajuda de ferramentas de análise de bigdata foi possível analisar a totalidade da carga do transporte marítimo que passou pelos portos marítimos de Portugal continental, no período de 2016 a 2020, e conhecer as quantidades de produtos que passam pelos portos comerciais de Portugal continental, apurando os respetivos valores, por concelho onde se localiza o decisor, o que permitiu efetuar um ranking dos concelhos e a respetiva georreferenciação, bem como efetuar um ranking dos países com quem os decisores de transporte de carga e os portos mais se relacionam.

The present work proposes to deepen the knowledge of the evolution of the hinterland concept over time and, with the help of data science, deepen the knowledge about fundamental aspects of the hinterland of commercial maritime ports in mainland Portugal, which allows for a better decision-making within the scope of public policies for regional development, within the scope of economic agents and within the scope of port administrations, in Portugal. After a thorough review of the literature on the concept of hinterland, which revealed that the contemporary view of a hinterland goes far beyond transport flows in a variable and discontinuous geographic area, considering aspects such as the hinterland resulting from a choice of who has the power to decide which port a particular cargo will pass through and makes that choice based on objective factors (distance, time, cost) and subjective factors (perceptions about the probability of damaged products, perceptions about the probability of a strike at the port, perceptions about the importance of hinterland for the development of the region), with the help of bigdata analysis tools, it was possible to analyze the totality of the maritime transport cargo that passed through the maritime ports of mainland Portugal, in the period from 2016 to 2020. It was possible to find quantitative information on quantities of products that pass through the commercial ports of mainland Portugal, by municipality where locates the decision maker, which made it possible to make a ranking of the municipalities and their respective georeferencing, as well as to make a ranking of the countries with which the decision makers of cargo transport and the ports most relate.
